Supervision Received: Reports to the Vice President, Administration and Finance.
Supervision Exercised: Supervises subordinate staff assigned to the Office of Human Resources.
Salary: $120,000.00-$130,000.00 (Salary to commensurate with education and experience).

General Statement of Duties:

The Associate Vice President (AVP) is responsible for providing strategic leadership in all aspects of the human resources function across the institution, helps drive a culture of change, and makes meaningful contributions throughout the campus community. Working collaboratively with leaders across the campus, the AVP will oversee an effective, responsive and customer service-oriented operation and develop strategic programs and innovative practices in support of the University's mission.

The AVP will promote a high-performing, positive, diverse, equitable, and productive culture with the goals of maintaining high levels of employee engagement, while fostering an inclusive and collegial environment. The AVP is responsible for the University's human resources policies and procedures; employee relations and labor relations, including administration of the APA and AFSCME collective bargaining agreements; providing support to the President in administration of the MSCA collective bargaining agreement, recruitment, employee education, training and professional development; salary structure design (non-union) and administration, including classification of new positions and performance management.

Essential:
  • Ensure that human resources functions are aligned with the mission of the institution; collaboratively develop, document and implement human resources policies and procedures; manage and provide programs to ensure the recruitment and retention of a diverse workforce; ensure compliance with federal and state statutes and innovation in the areas of compensation, benefits, employment practices, health and wellness programs, and payroll.
  • Maintain effective communication with faculty, staff, students, and members of the campus community about human resources needs.
  • Build and sustain robust programs for employee orientation, onboarding, talent retention, training and professional development, and performance management.
  • Serve as the Chief Human Resources Officer for the university.
  • Oversee and direct all human resources operations, including recruitment, employment services, employee and labor relations, training and development, human resources support for the Justice, Equity, Diversity and Inclusion Division programs and initiatives, pay equity analyses and administration, benefits management, salary administration and job classification, performance management programs and standards, health/wellness, conflict resolution and grievance procedures, worker's compensation, leave administration, records management, technology advancement, and personnel policy development and interpretation.
  • Lead a strong HR team that offers the highest level of integrity, confidentiality and expertise.
  • Create a high performing university workforce, a collaborative and respectful environment for all faculty, staff, students, and the campus community, and a high level of accountability for delivery of high-quality results at every level of the organization.
  • Build collaborative relationships throughout the campus community, and becomes a leader of and for human resources, promoting its ability to function as an innovative, effective, and flexible resource while creating opportunities for the exchange of ideas and promoting education and ease of access for all employees and potential employees.
  • Develop, recommend and implement HR strategies and initiatives that are consistent with the University Strategic Plan and key operations priorities.
  • Drawing on research, scholarship and information on best practices and national trends, implement innovative strategies, programs and initiatives that help drive a culture that embraces respectful behavior, encourages and rewards outstanding individual and team performance, and engenders an unwavering focus on moving the University forward.
  • Collaborate with campus and community partners on the recruitment and retention of underrepresented faculty and staff.
  • Oversee all University matters related to Civil Rights and Title IX. Supervises the Title IX Coordinator and Investigator.
  • Fulfill the policies, procedures and regulations established by the Department of Higher Education and the Westfield State University Board of Trustees.
  • Develop processes and metrics that support the achievement of the University's strategic plan, financial and business goals.
  • Create and maintain a university dashboard for key University/Human Resources metrics such as recruitment, retention, cost per hire, employee engagement and workforce turnover. Continually assess the success of HR programs, and tracks and monitors program impact, penetration and effectiveness.
  • Administer the APA and AFSCME collective bargaining agreements; work collaboratively with the President and the Provost (or their designee) in the administration of the MSCA collective bargaining agreement.
  • Provide leadership in developing consistent employee relations standards and solutions for all supervisors and employees.
  • Establish and implement internal controls for human resources.
  • Oversee the recruitment, screening and evaluation of candidates for employment.
  • Provide content expertise for the recruitment of key talent and may oversee the work of executive search firms engaged by the University.
  • Oversee training and professional development programs for employees.
  • Oversee employee benefits, including worker's compensation, family medical leave, retirement, etc.
  • Coordinate the salary administration and position classification systems, including development and maintenance of job evaluation, position classification and promotion standards.
  • Maintain personnel records, including individual official personnel files for classified and administrative employees.
  • Fulfill department goals and objectives; serve as a member of management to work toward fulfilling short-term and long-term University goals and objectives.

Requirements:


Required Qualifications:
  • Bachelor's degree from an accredited university.
  • 8-10 years of demonstrated success as a collaborative senior leader or executive responsible for managing human resources operations and developing HR strategy systems, programs and initiatives. Experience in an institution of higher education is preferred.
  • Experience managing budgets and resource allocation.
  • Experience managing organizations in a unionized environment.
  • Demonstrated success in furthering human resources best practices in a large, complex organization.
  • Demonstrated success at building consensus, accruing buy-in and working through competing interests.
  • Ability to effectively prioritize and solve complex problems while making decisions with an entrepreneurial mindset.
  • Ability to build effective cross-divisional teams and diverse workgroups of faculty and staff.
  • Strong project management, organizational and planning skills.
  • Demonstrated cross-cultural competencies, including strong emotional intelligence and the ability to engage and build relationships with university constituents that include underrepresented communities.
  • Ability to guide, advise and support the campus training and learning processes.
  • Ability to leverage data and metrics to inform approach, communicate priorities and measure progress.
  • Ability to build relationships and establish collaborative partnerships across the institution.
  • Ability to exercise discretion in handling confidential information and time sensitive materials.
  • Strong oral and written communication skills. Strong presentation skills. Strong interpersonal skills.

Preferred Qualifications
  • Advanced Degree from an accredited college or university.
  • Knowledge of best practices related to higher education compliance with Title VII, Title IX and VAWA.
  • Experience in human resources in a higher education or complex non-profit organization
  • Knowledge of Massachusetts labor laws and collective bargaining



Additional Information:


Salary:
For the majority of new employees, the minimum starting salary will apply. Specific salary for current Westfield State University employees and individuals currently working for the state of Massachusetts must be calculated individually in accordance with collective bargaining and state policies and procedures.
