Position Summary
Serves as Director of HR Operations for CNM. Administers and directs all aspects of the Human Resources Operation enterprise level, including staffing/recruitment, pay administration, classification, training, employee relations and national and state laws. This positions consists of enterprise HR program and/or project responsibility for HR functions as assigned. This position reports directly to the Chief Human Resources Officer (CHRO).

Duties & Responsibilities
  • Responsible for administering, monitoring and coordinating overall HR Management Programs, develops, coordinates, and implements operational HR policies and programs. Provides direction and guidance to subordinate HR Business Partners in the execution of such policies and procedures, and ensures HR services are provided to support departments in a effective and timely manner.
  • Ensures effective execution of employee relations programs. Participates in the resolution of critical and sensitive policy issues involving employee relations matters as they relate to assigned departments.
  • Administers CNM's policies relating to the employment, placement, promotion, transfer, and relocation of associates within assigned departments. Works with Talent Acquisition to develop short and long-term recruitment and staffing plans to achieve employment objectives.
  • Liaises with HR Business Partners and HRIT to ensure execution of CNM mandates such as background checks, required training, etc. Partners with other HR functions to ensure successful execution of enterprise programs, including but not limited, to Finance for payroll issues, Loss Prevention and Office of Counsel.
  • Partners with HR to ensure coordination of development and implementation of HR programs across the enterprise, including, coordination of timing of rollouts and program execution to ensure HR bandwidth is available to support HR programs.
  • Provides technical advice and guidance to the CHRO and other leaders and managerial personnel regarding all areas of HR management. Maintains continuing liaison with internal and external organizations as needed and appropriate. Initiates and recommends changes affecting HR polices and programs to ensure maximum effectiveness and compliance.
  • Develops, interprets, and advises on the broad range of HR policies and procedures, federal laws, regulations, and pertinent statutes as needed.
  • Regular visits to CNM Campuses to respond to directed/requested assistance regarding HR issues or to review programs to ensure maximum effectiveness and compliance.
  • Partners with leadership to counsel, review leadership openings, and develop strategic plans to meet changing conditions of marketplace and develop initiatives and plan for future workforce strategies in response to changes in mission goals and HR initiatives.
  • Partners with the Compensation, Benefits, HR Information Technology, Learning & Organizational Development, Talent Acquisition, Employee Relations, and Diversity to assist in implementation, delivery, and execution of HR programs, policies, and strategies through subordinate team.
  • Establishes a cohesive climate and supports a culture of outstanding customer service and satisfaction in support of CNM's mission throughout the Enterprise.
  • Provides substantive input on strategies and succession planning initiatives regarding human capital resources and workforce management.
  • Plans, directs, implements, and evaluates activities associated with management of HR operations and programs, and strives for program improvements, accuracy, and consistency. Identifies key success factors for HR, sets goals, and tracks success towards meeting goals.
  • Supervises HR Business Partners. Assigns work, sets goals, and target dates, provides guidance and reviews work in terms of results achieved develops and recommends budget. Approves job descriptions and initiates requests for personnel actions. Counsels personnel, schedules and approves leave, commends or disciplines subordinates, develops and trains the HR Business Partner team, assures equality in determining qualifications, selections, assignments, training, promotions, details, discipline and awards to employees.
  • Works under the general direction of the CHRO. Exercises good judgment and initiative in carrying out assignments and in formulating recommended solutions. Work is reviewed in terms of achievement of objectives, effectiveness and timeliness of results achieved, and compliance with applicable regulations and procedures.
  • Performs other related duties as assigned.

    Minimum Qualifcations:
  • Bachelor's degree and five (5) - eight (8) years of Professional Human Resources experience which includes two (2) years of supervisory experience.
  • AND
  • Three (3) working with senior faculty, senior executive/leadership teams.

    Preferences:
  • Experience leading a team of business partners.
  • Experience in developing and implementing policy.
  • Experience in employee relations.
  • Experience in Higher Education.
