Summary:
Directs all activities of Human Resources (HR) Department in support of the institutional business plan and strategic direction. Leads staff to ensure efforts tied to recruitment, compensation, benefits, training, performance management, employee relations, leaves and accommodations are all consistently administered with optimal efficiency. Communicates accurately, effectively, and timely with HR staff and University-wide on HR matters. Demonstrates a high level of integrity, discretion and professionalism when handling sensitive employment matters. Ability to build strong partnerships to support implementation of HR operational changes and programs.

Principal Functional Responsibilities:
Team Leadership: Leads, manages, and supervises all areas of HR in a manner that promotes integrity, high-quality customer service, continuous process improvement, teamwork, and collaborative problem-solving. Creates efficiencies, standardization, and leverages technology to improve all HR processes. Serves as a HR subject matter expert to staff. Develops and implements departmental continuous improvement plans along with University strategic initiatives as assigned by senior leadership.
Talent Management: Oversee recruitment, hiring, onboarding, retention and succession planning efforts to attract and retain diverse top talent for the University. Ensures these functions are efficient and appropriately supported by technology and human resource information systems.
Employee Relations: Foster a positive organization culture through proactive employee engagement and conflict resolution. Ability to direct HR staff on navigating complex employment issues in a compliant and thoughtful manner.
Compensation and Benefits Administration: Responsible for ensuring compensation and benefit plans/programs are fairly and equitably administered to provide competitive offerings.
Human Resources Policies: Oversees and maintains HR policies to ensure they are compliant with state and federal employment laws, applied in a consistent and equitable manner, and align with University decisions.
Employee Data: Responsible for overall accuracy and currentness of employee data, reports, and payroll information in the HR Information System.
Miscellaneous Duties: Perform other duties as assigned.

Qualifications:
  • Bachelors degree in HR management, public administration, or related field; Masters degree preferred
  • Minimum of 10 years progressively responsible HR experience
  • Advanced understanding of federal/state laws and regulations tied to HR
  • Strong operational skills and experience with leveraging technology to improve HR processes

Preferred Qualifications:
  • SHRM-SCP or SPHR Certification
  • Preferred experience within higher education or a civil service environment
  • Knowledge and/or familiarity with Banner system functionality and Microsoft Excel

Physical Requirements:
Must be able to utilize a phone, computer and other office equipment.
