Human Resources Specialist 4 (Health and Welfare Strategist)

Penn State Human Resources is seeking a highly motivated Health & Welfare Strategist responsible for leading the review and development of programs and services designed to optimize the benefits provided to University employees. Regularly, this role leads teams comprised of other human resource professionals and University partners who are subject matter experts for benefits programs, and advises and supports governance committees and leadership groups regarding benefits strategies. The position is responsible for requests for proposals, collaborating with procurement and general counsel on vendor contracts, conducts benchmarking, manages benefits claims data analytics, and interfaces with external vendors and consultants. The position oversees the management of the Employee Assistance Program, the Breastfeeding Support Program, and annual flu vaccine program for faculty and staff at all campus locations. The successful candidate will need to stay current on state and federal regulations such as HIPAA, industry trends, and the University's Human Resources business plans and collaborate with various other University offices to assess the impact of benefits strategies. Typically requires a Bachelor's degree or higher plus six years of related experience, or an equivalent combination of education and experience. Six years of experience in human resources with a focus on total rewards preferred. A thorough knowledge of benefits plan design, compliance, and government regulations is a must. Collaborative, innovative, and service-oriented, the ideal candidate will have a demonstrated track record in building strong relationships with a diverse group of individuals within a collaborative and collegial environment. In addition to exceptional technical skills, the candidate must have the ability to: think strategically with a ig picture perspective, manage large-scale projects with diverse groups of people, and work both independently and cooperatively with various levels of faculty, staff, and administrators. Demonstrated competencies in the following areas will be required: superior verbal and written communication skills, project management skills, strong quantitative and analytical skills, a collaborative and flexible decision-making style, a commitment to fostering diversity and equal opportunity, and the vision to assess and proactively support organizational change based on changing needs. Proficiency with Microsoft Office PowerPoint, Word, and Excel.
