Human Resources Specialist 4 (Policy Analyst and Strategist)

Penn State Human Resources is seeking a highly motivated Policy Strategist responsible for leading the review and development of University Human Resources policies. Regularly, this role leads teams comprised of other human resource professionals and University partners who are subject matter experts for policies under review and advises those content owners of potential conflicts between policies. The position researches policy history and conducts benchmarking as part of the policy development and renewal process; maintains records associated with policy development and maintenance; documents decisions of policy interpretation that set precedents; consults on complex policy related issues; updates Human Resources leadership related to project progress and the Human Resources community of policy changes. The position is also responsible for the further development, application, and continuous improvement of standard practices for policy review, documentation, and communication. The successful candidate will also need to stay current on state and federal regulations, industry trends, and the University's Human Resources business plans and collaborate with various other University offices to assess policy impact. Typically requires a Bachelor's degree or higher plus six years of related experience, or an equivalent combination of education and experience. Six years of experience in human resources policy development and application preferred. A thorough knowledge of employment and labor laws is a must. Collaborative, innovative, and service-oriented, the ideal candidate will have a demonstrated track record in building strong relationships with a diverse group of individuals within a collaborative and collegial environment. In addition to exceptional technical skills, the candidate must have the ability to: think strategically with a ig picture perspective; to manage large-scale projects with diverse groups of people; and, to work both independently and cooperatively with various levels of faculty, staff, and administrators. Demonstrated competencies in the following areas will be required: superior verbal and written communication skills; project management skills; strong quantitative and analytical skills; a collaborative and flexible decision-making style; a commitment to fostering diversity and equal opportunity; and, the vision to assess and proactively support organizational change based on changing needs. Proficiency with Microsoft Office Power Point, Word, and Excel.
