About the Position:
Human Resources, Diversity and Inclusion is committed to the mission of meeting the needs of a multi-cultural, diverse campus community. Our highly qualified team of professionals is focused on providing human resource services and supports the University's goal to recruit and retain a high-quality and diverse faculty and staff. We are seeking an exceptional individual to join our Total Wellness team as the Benefits Analyst (Administrative Analyst/Specialist-Non-Exempt). The ideal candidate in this role should have a positive attitude and an active, energetic mind that is characterized by highly ethical practices and a commitment to diversity, openness, flexibility, integrity, and kindness.

Under the direction of the Benefits Manager, the Benefits Administrative Analyst provides day-to-day administration and technical support for the assigned functional areas. Responsible for processing all employee benefit transactions and performing complete audit/review for accuracy. Responsible for the day-to-day operation of the various benefit programs including but not limited to medical, dental, vision, life, LTD, COBRA, FlexCash, flexible spending accounts, leaves of absence, fee waiver, CalPERS retirement, PST retirement, AR's and ACA. Prepares documents/forms for service retirement, including Medicare Part B Enrollment Certification, FERP administration, voluntary insurance plan information. Conducts analysis, research, and oversees problem resolution for all faculty and staff Benefit programs. Handles program issues that have impact at the campus-wide level. Provides benefit information and consultative services to employees, including retirement counseling. Assists Human Resource, Diversity and Inclusion (HRDI) front office as deemed necessary to provide best customer service. Reviews and signs documents for submission to the State Controller's Office (SCO). Creates daily EHDB report from PIMS/CIRS to determine benefits eligibility. Works collaboratively with HRDI areas and serves as benefit liaison to the campus community; engages in training activities. Reconciles and manages employee benefit accounts receivable transactions, Affordable Care Act (ACA) enrollments and maintains new ACA database for all employees. This position collaborates with the campus community in the review of university policies and procedures that affect benefits processing. Works in close coordination with payroll and other HRDI units, campus departments, Chancellor's Office, SCO, CalPERS, and other entities as appropriate. Assists in the development, maintenance, and implementation of improvements in the department. Performs Benefits Orientation and coordinates/schedules monthly/quarterly workshops for CalPERS and Fidelity Investments as needed. Other duties as assigned may include work in Leaves, Workers' Compensation, Disability Accommodations and Wellness.


Essential Qualifications:
Bachelors degree from an accredited four-year college or university and/or the equivalent training and administrative work experience involving the study, analysis, evaluation, development or improvement of administrative policies, procedures, practices or programs. Working knowledge of the general practices, program or administrative specialty. Basic knowledge of and the ability to apply fundamental concepts. Working knowledge of budget policies and procedures. Ability to learn, interpret, and apply a wide variety of policies and procedures relating to and impacting the applicable program, organizational unit or administrative specialty. Knowledge of and the ability to apply basic methods and procedures used for research and statistical analysis. Ability to analyze data and make accurate projections using business mathematics and basic statistical techniques. Ability to make independent decisions, exercise sound judgment, handle multiple priorities, and organize and plan work assignments. Ability to compile, write, and present reports related to program or administrative specialty. Demonstrated ability to establish and maintain cooperative working relationships.

A background check (including a criminal records check) must be completed satisfactorily and is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.


Preferred Qualifications:
Experience working in higher education environment. Hands on experience with PeopleSoft and SCO PIMS system. Knowledge of various CSU benefits programs.

Bachelors degree from an accredited college/university in business administration, human resources or related field. Experience working with collective bargaining agreements and using PIMS/PeopleSoft. Demonstrated knowledge of State Payroll Procedures Manual, Personnel Information Management Systems and Procedures Manual, PERS Handbook, CSU Policies and Procedures, CSUF policy, Title 5, Education Codes. Knowledge of occupational ergonomics. Experience working with diverse populations. Experience working at or in collaboration with institutions of higher education.
