Departmental Overview

The Department of History is rated one of the top academic programs nationally and globally.  As one of the largest teaching departments in the College of Letters and Science, enrolling over 8000 students in 150 courses each year, our courses serve campus and department graduation requirements across the University.  The department is comprised of 50 tenure-track faculty, 30 emeriti, and 11 career staff.  Annual hires include 15-20 visiting instructors, 25-30 visiting scholars, approximately 230 academic student employee appointments, and 10-15 casual employees.  With approximately 100 graduate students, 250 undergraduate majors, and 100 minors, students in our program are able to select from a broad range of fields of study. The History department is committed to supporting a large and diverse population of students. Over the past 5 years, the department has seen a significant increase in graduate and undergraduate students of color.

Responsibilities

ACADEMIC PERSONNEL

Department AP/HR Policy Expert

  • Responsible for the department-level implementation and interpretation of policies and programs covering the following: academic recruitment, advancement, compensation, salary administration, faculty welfare and benefits, visa eligibility and processing, faculty misconduct and faculty equity.
  • Provide strategic advice to Chair and Director of Administration by analyzing system-wide and campus policies, collective bargaining agreements, and academic personnel procedures. 
  • Provide information and data for internal and external reports. Counsels Senate and non-Senate faculty and academic staff concerning moderate to complex personnel matters. 
  • Develop working relationship with campus resources, such as Dean's office academic personnel staff, Academic Personnel Office, and VSPA. 
  • Routinely provide research and analysis to resolve difficult Academic HR problems/grievances. 
  • Ensure the processing and maintenance of department Academic HR records, including annual audit of records, proper disposal, and comprehensive recordkeeping for both paper and electronic records.
  • Manage evolving set of web-based tools and resources for faculty.

Merit and Promotion Cases

  • Facilitate/manage the academic review processes, identifying issues relating to policy and compensation.
  • Meet and consult with the Chair to review the preceding year's faculty academic personnel case preparation process.
  • Develop a case schedule and plan for coming year.
  • Reconcile the staffing list sent by the Dean's Office and ensure timely completion of required actions.
  • Manage and oversee the preparation of academic personnel cases for all ladder-rank, adjunct, and emeritus faculty.
  • Academic personnel actions managed by this position include: recruitment, appointment, appraisal, merit review, change of status, sabbatical and other leaves, recalls for teaching and/or research, chairholder appointments, and separation.
  • Ensure these actions are initiated in a timely fashion. 
  • Draft routine AP memos as needed.
  • Assure that cases have been prepared in accordance with relevant policies, that they are complete and that all information is accurate.
  • Assist faculty in preparing merit and promotion materials for cases.
  • Review case documents for accuracy and compliance with campus and college policies. 
  • Advise and assist committee members during the review process. 
  • Maintain all academic personnel records.

Academic Personnel Recruitment

  • Coordinate department academic search processes, including drafting of ads and search plans, conducting the initial screening of materials submitted, and monitor pools in AP Recruit.
  • Work closely with search committee to guide them through the process of selection and appointment. 
  • Prepares the Affirmative Action Search Report. 
  • Direct waiver requests for pre-six lecturers and visiting professors as needed.
  • Manage department orientation for new faculty.

Faculty Leave

  • Analyze and monitor faculty leave eligibility. 
  • Advise faculty on implications of various types of leaves and required reporting procedures.
  • Monitor compliance with University policies.
  • In consultation with Budget Analyst and Director of Administration, project total costs related to various leave options. 
  • Communicate with departmental HR staff to ensure accurate payroll processing.

Berkeley Regional Services (BRS) Liaison

  • Submits BRS requests for UC Path/payroll transactions for all faculty, visiting scholar/student, postdoc employees. 
  • Work with BIO and BRS to coordinate all visa processing.

Postdoctoral Appointments

  • Pre-screen postdoc applicants to determine eligibility for department support, and coordinate appointments with Budget Analyst and Director of Administration when funding is required to be routed through campus. 
  • Responsible for periodic review of department policies, making recommendations for change as necessary.

Visiting Professor and Pre-Six Lecturer Appointments

  • Coordinate with curriculum team to acquire information necessary to prepare appointment requests for visiting professors and pre-six lecturers. 
  • Conduct the initial screening of materials submitted and candidate eligibility. 
  • Establish departmental deadlines and guidelines for ensuring timely processing of appointments and compliance with campus and University policies.
  • Communicate with departmental HR staff to ensure accurate payroll processing.
  • Responsible for setting salaries for non-tenure academic appointments in Summer Session.
  • Oversee preparation and submission of annual appointment paperwork to Summer Session Office.

Additional AP HR Duties

  • Provide AP-related executive support to Chair.
  • Attend faculty meetings as requested.
  • Follow-up on meeting action items as directed by Chair.
  • Provides back-up support for coordination of benefits advising, including directing department personnel to BRS/SHARE as relevant.

PROFESSIONAL DEVELOPMENT

  • Maintains and updates working knowledge of academic personnel administration by participating in campus organizations, networking with peers, and attending professional association meetings.
  • Takes appropriate classes in HR/AP-related topics. 
  • Keeps current with national trends academia, especially as it relates to academic planning as well as best practices in HR administration.

Required Qualifications

  • Bachelor's degree in related area and/or equivalent experience/training.
  • Advanced HR knowledge (ideally in academic HR) and ability to apply/interpret campus and college policies and procedures which govern academic HR (e.g. APM, union contracts, etc.)
  • Ability to analyze complex management issues; develop project scope and solutions, give professional advice to department administration and make critical decisions regarding personnel.
  • Demonstrated organizational, analytical, planning, and project management skills.
  • Ability in problem identification, reasoning, and ability to develop original ideas to solve problems, develop recommendations to Chairs/unit management, and influence change.
  • Excellent computer skills in MS Office, Box, and Google tools (campus versions are bMail, BCal, Drive)
  • Excellent verbal, written communication and interpersonal skills.
  • Multicultural competencies; ability to work with diverse populations
  • Effective written communication skills to prepare a variety of correspondence, including documentation of policies and procedures, training instructions, and electronic forms and surveys.
  • Political acumen and ability to maintain strict confidentiality.
  • Proven record of providing outstanding customer service.

Preferred Qualifications

  • Knowledge of University-specific computer application programs and University-specific HR databases and tools such as CalAnswers, AP Recruit, AP Bears, UC Path.
  • In-depth knowledge of UC and campus academic personnel policies and procedures, and understanding of variances to stated policies.
  • Experience in report writing desired, but not essential.

Salary & Benefits

This is a 100% full-time (40 hrs a week) exempt career position, which is paid monthly and eligible for full UC Benefits. Annual salary is commensurate with experience within the range of $69,200.00 - $100,000.00.

This is a hybrid position, with 40% remote work eligibility.
