Many of our departments support the educational and research missions of the four University of Colorado campuses, but System Administration is not considered a campus. Employee Services provides the CU community with excellent services from recruitment to retirement. This office provides technical expertise while administering benefits, professional development, payroll, individual tax management, and strategic Human Resources (HR) programs. The functional areas of Employee Services include Payroll, Technologies, Benefits, Retirement, Financial Education, Learning and Development, International Tax and Human Resources.

Position Summary:

The Assistant Vice President for HR, and Learning, and Development is responsible for oversight of all System HR and the Learning and Organizational Development teams. The divisions of HR and Learning and Development include talent acquisition, compensation, HR operations, organizational development, and content development. In addition to leading these Human Resource functions, this position is expected to support the Chief Human Resources Officer (CHRO), System and campus leadership, and lead and organize university-wide HR and learning initiatives. This role is responsible for thinking strategically at an organizational-wide level and effectively developing key processes, procedures and communications that facilitate business planning and execution.

This position will be in a customer-facing role and must have the ability to communicate effectively both orally and in writing with internal and external stakeholders, to maintain confidentiality in daily operations, and to conduct daily duties in a professional appearance and manner. This role requires high amounts of collaboration, a high level of competence in all areas of human resources, and an in-depth understanding of higher education. This position will be required to work with diverse groups of people of all levels throughout the organization and assist with collecting feedback and recommend system enhancements and training opportunities.

This position reports directly to the CHRO & Associate Vice President of Employee Services and is exempt from the State of Colorado Classification system.

Duties & Responsibilities:

Strategy and Partnerships
  • Provide strategy, direction, and leadership for HR and Learning and Development functions at System Administration while ensuring both functions are transparent, finding efficiencies and synchronicities, and collaborating to contribute to retention, engagement, and development of all system administration staff.
  • Foster strong relationships and serve as a strategic business partner to the executive and senior management of each department regarding key organizational and management issues such as staff planning, retention, organizational structure, talent and leadership development, and culture related support
  • Serve as a strategic partner for strategy and planning to CHRO and system leadership to create an inclusive culture where belonging and growth and development are centered; and align with campus initiatives
  • Collaborate with CHRO to develop comprehensive strategic plans to meet the human capital needs in the areas of recruiting, retention, rewards and recognition, employee development, succession planning, leadership development, and DEI for System Administration
  • Serve as point of contact for executive requests (system and campus); coordinate with necessary parties to execute follow-up and resolutions
  • Consult and collaborate with CU System departments and CU Campus HR
  • Participate in select working groups, councils, and committees including: Emergency Operations Committee, Space Planning Committee, DEI focused initiatives, and Staff and Faculty Councils when appropriate.
  • Ensure relationships for enterprise contracts/vendors related to HR and Learning and Development are effectively managed for both university wide and system administration for both campus users and vendor relationships
  • Review and create applicable employee policies, including System Administration policies and procedures, Regent Policy, and Administrative Policy Statement revisions.
  • Ensure compliance with federal and state rules and university rules and regulations.
  • Collaborate with the State of Colorado as necessary and provide university-wide data as needed
  • Provide leadership and direction of System Administration human resources function by overseeing talent acquisition, compensation, and HR operations which includes overseeing retention, employee relations, compensation, payroll processing, onboarding/offboarding, HR analytics and records management.
  • Provide leadership and direction of System Administration Learning and Development function by overseeing and serving as the escalation point for learning and development activities including instructional design, organizational development, training, the Excellence in Leadership

Compensation and Classification
  • Oversee and serve as point of escalation for compensation activities including:
    • Annual compensation adjustment cycle activities and
    • Employee pay increases
    • Executive compensation decisions
    • Compensation philosophy, plan, and documentation
    • Bonus programs

Talent Acquisition
  • Oversee and serve as point of escalation for Talent Acquisition including:
    • Executive recruitments and search firm support
    • Hiring processes
    • Candidate care

HR Operations
  • Oversee and serve as point of escalation for HR Operations including:
    • Employment decisions such as separations, performance improvement, and escalated cases
    • Payroll Issues or concerns
    • Performance management process
    • HR website and communications to employees
    • ADA and FMLA compliance and process

Organizational Development
  • Oversee and serve as escalation point for all activities related to the planning, development, implementation, and evaluation of professional development strategies and initiatives including
    • Excellence in Leadership Program, an 8-month professional development program for senior-level employees and faculty across the university and ELP alumni programs, including the Excellence in Leadership Luncheon and Lecture
    • Strategic initiatives developed with senior staff to enhance employee skill development, culture, and employee engagement at system administration (included CWC survey)
    • CU System specific organizational development initiatives – CU at the Top, CWC survey programming, supervisory and leadership training events, and employee skill development
    • Collaboration with the communications team to promote professional development activities and maintain the learning section of the CU website
    • Performance management tools and resources are available to employees and supervisors to ensure effective coaching conversations and development are occurring (retention and engagement)

Instructional Design and Development
  • Oversee and serve as escalation point for Learning and Development function including:
    • University-wide custom content development activities including instructional design, technical development, and support of compliance training.
    • Support of technologies that are used to administer instruction and training across the university (Skillsoft, LinkedIn Learning, and similar) including contract negotiation, training in and advocating for the use of these tools, user support, and managing reporting and compliance of training completions.
    • Program management for the development of custom content and the maintenance of a growing library of 150 custom courses and 100 custom learning guides.
    • Reporting and data collection for compliance training ensuring effective reporting of course completion and non-completion data for all university employees.
    • University-wide use of standard content libraries on LinkedIn Learning and Skillsoft.
    • University-wide customer support and contract management of enterprise learning systems: LMS - Skillsoft, LinkedIn Learning, FranklinCovey.

What We Offer:

Salary: The anticipated hiring range has been established at $165,000 - $185,000.

The salary of the finalist selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty and training.

The above hiring range represents the University's good faith and reasonable estimate of the range of possible compensation at the time of posting.

Qualifications

Minimum Qualifications:

Please ensure your resume includes any and all relevant experience to be accurately assessed against these qualifications. You must meet all minimum requirements listed at the time of application to be considered for this role.
  • Bachelor's degree from an accredited institution of higher education, or equivalent professional experience (professional experience may be substituted for the educational requirement on a year-for-year basis)
  • Ten (10) years' professional experience in human resources, learning and organizational development, or a related field.
  • Seven (7) years' experience in a leadership role, which includes directing a major business function, developing and implementing strategies and initiatives, and managing personnel

Preferred Qualifications:
  • Master's degree from an accredited institution of higher education in the field of human resources
  • Thirteen (13) years' professional experience in human resources or related field
  • Nine (9) years' experience in a leadership role as indicated above
  • PHR or SPHR certification
  • SHRM-CP or SHRM-SCP certification
  • Experience implementing and managing learning management systems/platforms
