Job Description

The Nevada System of Higher Education (NSHE) invites applications and nominations for the position of Chief Human Resources Officer (CHRO). This is a renewable, full-time, non-tenured, administrative position and reports to the Executive Vice Chancellor and Chief of Staff. The position may be primarily located in either Reno or Las Vegas, Nevada.

The NSHE is comprised of eight institutions: two universities, a state college, four community colleges and a research institute. The public system of higher education in Nevada continues to experience growth with significant opportunities in serving over 105,000 students and 15,000 employees.

The Chief Human Resource Officer (CHRO) is responsible for developing and executing human resource strategy in support of the overall business plan and strategic direction of System Administration, including areas of employee recruitment and retention, employee development, employee relations, compensation, benefits and wellness, HR information systems and analytics, and performance management. The CHRO provides strategic leadership by articulating Human Resource needs and plans to the Chancellor and the Chancellor's Cabinet, and the Human Resource Advisory Council (HRAC); and further oversees the human resource function for System Administration and System Computing Services.

SALARY GRADE: Grade E (starting salary range approximately $135,000.00 to $160,000.00; depending on experience). A benefits package that includes medical, dental, vision, life, and retirement.

APPROXIMATE STARTING DATE: September 1, 2022

MINIMUM QUALIFICATIONS: The successful candidate must have an earned a bachelor's degree from an accredited college or university in human resources or related field preferred and a minimum of 15 years of HR experience, with at least five years of executive HR experience.

  • Ability to make appropriate judgments with processing information as it relates to other critical processes within the Nevada System of Higher Education
  • Ability to resolve problems, analyze and apply laws, regulations, theories and methodology, and program specifications, plan and evaluate activities, research and programs, research, analyze, apply, and articulate results
  • Ability to build consensus with stakeholders, including institutional faculty, staff, and administrators.
  • Ability to initiate and lead continuous improvement efforts through innovation HR solutions and technology, and further implement, administer, and evaluate best practices in human resource programs and services.


RESPONSIBILITIES: The duties of this position will include, but not be limited to, the following areas of responsibility:
  • Establish and implement HR efforts that effectively communicate and support the mission and business objectives for System Administration and System Computing Services.
  • Work with members of the Chancellor's Cabinet to establish a sound plan of management succession that corresponds to the strategy and objectives of System Administration.
  • Develop comprehensive strategic recruiting and retention plans to meet the human capital needs of strategic goals of System Administration, including ways to identify and eliminate barriers to fair treatment in access, opportunity, and advancement for all individuals.
  • Advice the Chancellor and Cabinet on strategies for inclusion and cultural competence, including training, communications, and accountability.
  • Maintain NSHE salary schedules, including the periodic review with an independent compensation consultant.
  • Oversee all matters related to Title IX of the Education Amendments of 1972 related to sexual harassment and non-Title IX matters of sexual harassment defined by Board of Regents' policy (Title 4, Chapter 8) for System Administration and System Computing services, including receiving and acting on Title IX complaints and coordinate mandatory training for employee compliance.
  • Oversee all HR related data, including the completion of internal and external data requests.
  • Analyze, interpret, and ensure compliance with state and federal laws, Board policies, and system-level procedures.
  • Provide resolution as an escalation point for difficult personnel issues.
  • Plan, implement and evaluate the System's policies, practices and protocols related to the affirmative action/equal opportunity program.
  • Supervise the Director of Human Resources and other support staff as needed.
