Job Description Summary
Reporting to the Chief Executive Officer, Commercial Services, the Cal Poly Corporation Director of Human Resources (HR) is responsible for providing administering HR programs, policies and services for all corporation employees. The department consists of five full-time staff, including the director, one intermittent and three student part time staff, and oversees employment programs and initiatives including talent acquisition, recruitment and hiring protocols, compensation, benefits administration, performance management, employee relations, and employee development, training and safety. Staff in HR work with department heads, staff, faculty and administrators across campus to administer and support employment programs for all corporation employees, including those working on contract and grant funded programs associated with each of the six colleges on campus.
As a member of the corporation's senior management team, the Director of HR fosters an environment of collaboration and building strong relationships with internal and external constituents. The incumbent assists in the development, implementation and execution of the corporation strategic plan and is responsible for developing and executing human resource strategies and tactics in support of the corporation's goals and objectives, and for ensuring that the staff, systems and operations of the HR department run smoothly and are effectively managed, in alignment with those objectives and within budget. The HR director coordinates closely with other departments and divisions, advising on policies and practices, and recommending and implementing solutions, policies and practices that are compliant with applicable laws and regulations.
Minimum Qualifications
Graduation from an accredited four-year university
Minimum ten years of progressively responsible professional and supervisory work experience in human resources management including three years in a senior-level capacity
Excellent knowledge of federal and state labor laws
Excellent knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership techniques, and coordination of people and resources
Working knowledge of principles and procedures for the recruitment, selection, training, and development of staff
Knowledge of affirmative action plans
Ability to perform complex, highly responsible and confidential duties
Excellent computer skills including Microsoft Word and Excel
Ability to prioritize, plan, organize, and meet time lines
Ability to lead others in managing tasks; train and evaluate the performance of assigned personnel
Ability to establish and maintain cooperative and effective working relationship with others
Excellent verbal and written skills and the ability to interface with all levels of staff, Board of Directors, university community, including students, faculty and staff, and the public
Experience in budgeting and fiscal management
Interpersonal skills using tact, patience, and courtesy
Ability to maintain regular and reliable attendance
The person holding this position is considered a mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment
Preferred Qualifications
Working knowledge of human resources practices in higher education and/or auxiliaries preferred
Experience with CalPERS retirement and insurance is highly preferred
Master's degree preferred
Senior Professional in Human Resources (SPHR) or Society for Human Resources Management Senior Certified Professional (SHRM-SCP) designation preferred

Typical Essential Functions
Direct and oversee the planning, development and administration of the human resources department and its programs, including but not limited to employee benefits, performance management, compensation, recruitment and hiring, employee relations, training and safety.
Develop, implement, and maintain personnel policies and an organizational structure and staff to effectively accomplish Corporation's mission, vision, and goals
Function as a strategic business advisor on HR policies, programs and issues for the Chief Executive Officer and corporation senior management team
Oversee talent acquisition and selection process to ensure the Corporation is recruiting qualified candidates to meet and achieve goals
Serve as the Equal Employment Opportunity Officer
Ensure consistent and fair practices as it relates to the disciplinary process and termination practices
Serve as the primary investigator for harassment, retaliation and discrimination claims in accordance with Corporation policy and statute.
Develop and maintain job descriptions in collaboration with directors and managers
Oversee compliance with the California Public Employees Retirement System (CalPERS). Update contract as appropriate as it relates to medical insurance and retirement pension plans with CalPERS
Oversee unemployment insurance program
In collaboration with IT and payroll, oversee HR Information system, improvements, upgrades.
Serve as Plan Administrator for 403(b) and 457 plans, working closely with CalPERS, fund managers, third party administrators, and investment advisors
Oversee workers' compensation administration, health & safety program and IIPP
Maintain expertise in field and stay abreast of federal, state, university and corporation employment policies and directives; and industry best practices, which may impact the corporation
Establish and implement short-and long range organizational goals, objectives, policies, and operating procedures; monitor and evaluate program effectiveness; effect changes required for improvement
Manage, direct, and oversee special projects and assignments
Maintain compliance with all applicable human resources policies, state and federal laws and regulations
Maintain appropriate documentation and records for internal and external auditors. Assist auditors as required
Develop and manage department budget
Serve on corporation and university committees as appropriate
Perform other duties as assigned
Supervisory Responsibilities
Directly supervise assigned employees. Carry out supervisory responsibilities in accordance with Corporation's policies and applicable laws and regulations
Supervise the daily activities of the department, including but not limited to, effective delegation of assignments, training and resources necessary to meet performance standards and assist employees in improving performance relevant to job requirements
Develop and implement an effective performance and department goals and objectives, provide performance evaluations, and implement appropriate counseling
Direct and monitor employees to ensure that they remain in compliance with policies and procedures
Subordinates may include: All human resources full time and part time staff
