Scope of Job:
Manages the general research operations and research administrative functions of the Division of Research and serve as an adviser to the Executive Vice President for Research, Graduate Studies and New Program Development. Responsible for leading a strategic set of initiatives from conception to execution, facilitating efficient flow of communication, and keeping the senior management of the Division focused on the most important initiatives, while managing the research operations of the Division in a consistent, efficient and effective manner.

Description of Duties:
Ensures that all aspects of the Grants and Contracts department are properly managed and ensures that the Director is providing specialized grants and contracts management and specialized accounting skills needed to direct all matters relating to grants and contracts, including oversight for reporting requirements for federal, state, local, and private awards.
Ensures that the Director of Sponsored Programs manages all aspects of the research administration process within the university, including managing pre-award and/or post-award activities for a diverse portfolio of grants and contracts.
Ensures that the Director of Grants Accounting manages all aspects of the department and provides specialized grant financial accounting skills to direct all financial matters relating to grants and contracts, including oversight for reporting requirements for federal, state, local, private awards, including cost sharing accounts, sub-award and foundations.
Serves as a liaison to the project investigators to resolve any issues with the Grants & Contracts, Office of Sponsored Programs and Grants Accounting Departments as deemed necessary.
Implements, manages, reviews and evaluates Division-wide procedures ranging from budget and administrative support to internal information technology support.
Sets the parameters to judge how efficiently and effectively the Division is operating, this may include developing objectives matrix to measure the Division operations performance. Implements corrective actions as needed.
Develops and implements strategies to problem-solve programmatic and operational challenges to promote successful programmatic implementation.
Ensures programmatic and operational compliance with Federal, State, and local laws and regulations as well as compliance with UT Systems and UTRGVs rules, policies, and procedures.
Ensures programmatic and operational compliance with the scope of the grant and grant rules and regulations for sponsored projects under the Division.
Assists with the monitoring of the Divisions internal budget reports, the preparation of forecasts, and expenditure/reconciliation analyses.
Assists with the internal coordination of information technology services and the management of the Divisions assets.
Assists the Executive Vice President of Research, Graduate Studies & New Program Development in the evaluation of current and future staffing needs for the Division; participates with staff on-boarding/off-boarding processes. May review and approve Personnel Action Forms and Annual Evaluations.
Assists the Executive Vice President of Research, Graduate Studies & New Program Development on general operations and ad-hoc projects.
Acts as Divisions liaison with other support areas, coordinating guidance on relevant UTRGV policies related to areas, such as human resources, procurement procedures, administrative, logistical, security, office space requirements and/or information technology.
Acts as liaison between the Division and the other UTRGV divisions/departments in all aspects related to research operations and administration.
Researches and implements best practices in management to ensure success of the Divisions research operations.
Supervises assigned directors, support and professional staff and provides all needed training and feedback to perform their duties successfully.
Ensures division-wide research budget compliance with applicable rules and regulations.
Oversees the review and maintenance of the Division policies and procedures handbooks.
Performs other duties as assigned.

Required Education:
Bachelors Degree from an accredited University with course work in Business Administration or a closely related field.

Licenses/Certifications:
None.

Required Experience:
Seven (7) years of relevant experience in project management or departmental operations, including experience in process improvement, department-wide strategy and operations, budget/assets management, and personnel training and development,
Or five (5) years of the required experience with a Masters Degree in a related field from an accredited University.

Use of standard office equipment.

Working Conditions:
Needs to be able to successfully perform all required duties, including ability to stay sedentary for extended periods of time. Indoor office environment. Ability to work weekends and/or evenings as needed; occasional travel is required. Sedentary work - Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.

Ability in leadership and management. Strong fiscal oversight and monitoring experience. Demonstrated analytical reasoning or quantitative analysis skills. Proven ability to manage multiple projects.
