Position Summary
(Classified as: Confidential Administrative Support, PSL I)

Full-time position available on or after October 3, 2022 in Human Resources.

Under the general supervision of the Manager of Employment & Talent Acquisition, this position provides on-going program support for the office of Human Resources, with specific emphasis and responsibilities in the areas of employment, talent acquisition and onboarding using best practices in accordance with employment and recruiting principles, established processes, collective bargaining agreements, related employment laws, rules and regulations, as well as CSU policies. This position performs work of a confidential nature in support of developing management's position with regard to meet and confer and collective bargaining.

Job Duties
Duties include but are not limited to:
  • Based on knowledge of recruitment methodology and best practices, CSU technical letters, collective bargaining agreements, legal requirements, and appropriate policies or procedures, responsible for administering the day-to-day activities associated with recruitment & selection of non-faculty employees while applying specialized knowledge & understanding of recruitment practices, legal requirements, campus practices, current campus philosophy, and collective bargaining agreement language.
  • Advise & counsel various levels of administrators and staff on recruitment policies & procedures, contractual agreements, and proper legal recruitment/employment practices.
  • Conduct and prioritize staff recruitments, including: review and validation of employment requisitions, provide recommendations to hiring authority regarding recruitment/advertising plan; advise search committees on policies, procedures and practices; effective screening criteria, appropriate interviewing techniques; review/screen employment applications to determine applicants meet minimum qualifications.
  • Ensure valid job-related selection processes are followed; ensure fair and open equitable treatment of all applicants takes place. Identify and resolve staff recruitment problems, consulting with manager when necessary.
  • Receive, review, and forward management compensation requests to Classification/Compensation Unit for review and approval. Advise hiring authority of offer details.
  • Prepare offer letters of employment, input data entry into HRIS/PeopleSoft for new hire transactions. Verify accuracy and identify discrepancies.
  • Serve as the primary point of contact for campus community on hiring of emergency temporary staff, special consultants, and casual worker employees.
  • Onboard new employees, participate/present at new employee orientations.
  • Receive special consultant requisitions and payment requests; log, route for approvals, and follow up as needed. Key immediate pay transactions and process personnel/payroll transaction (PPT) forms for payroll submission.
  • Monitor emergency temporary appointments for expiration, communicating with and notifying managers, provide guidance on reappointment or separation procedures.
  • Review, make recommendations for improvements, maintain and update recruitment/employment guidelines, procedures and forms.
  • Represent the University at community outreach events and hiring events.
  • Assist in the upkeep and maintenance of recruitment information and forms on HR webpage.
  • Monitor temporary employment authorization (e.g. visas, work permits, and employment eligibility) for non-US citizen employees. Notify employees of upcoming work authorization expirations and advise on requirements for updating work authorizations and/or naturalizations.
  • Develop training materials and make presentations for hiring events and workshops to campus stakeholders.
  • Participate in projects systems implementation/conversions as necessary.
  • Support HR management with information requests, and/or preparation of materials that relate to management strategies that relate to the collective bargaining negotiation process.
  • Assist with interpretation and administration of collective bargaining agreements in areas of assigned responsibility.
  • Assist in recommending management collective bargaining proposals in areas of responsibility and prepare related data and information to support management proposals.
  • Other duties as assigned.

    Minimum Qualifications
    Experience: Full-time equivalence of two years directly related work experience, which has provided exposure to administrative personnel procedures in areas such as recruitment, selection, appointment, and onboarding, HR database administrative support; HR office administration, general employment/payroll related transactions, etc.

    Education: Bachelor's degree in business or public administration, human resources, or a related field. (Related vocational training and/or additional related work experience may be substituted on a year-for-year basis.)

    Preferred Qualifications

  • Full-time equivalence of two years or more of general office experience
  • One year of closely or directly related experience in a Human Resources office or performing related HR functions.
  • Demonstrated working knowledge of federal and state employment laws and regulations.
  • Related HR experience in a public sector, higher education environment, or in the California State University system.
  • Demonstrated working knowledge of CSU collective bargaining agreements, policies, and practices.
  • HR certification (PHR, GPHR, HRBP, etc.)
  • Experience planning, developing, and administering full cycle recruitment and selection process activities

    Salary Range
    Anticipated salary will be $4,058 - $4,500 per month plus excellent paid benefits. Salary will depend on the qualifications of the successful finalist. (Full range: $4,058 - $6,922 per month)
