Executive Director of Human Resources

QCC was established in 1963 to provide access to higher education to residents of Central Massachusetts. Since the early 60s, enrollment has grown from 300 to over 13,000 full and part-time day and evening students served. QCC offers over 120 associate degree and certificate career options in Business, Health Care, Technology, Liberal Arts, and Human Services. Additionally, over 137 credit and 300 noncredit courses are offered online, as well as a wide variety of classroom non-credit courses, workshops, and seminars. Classes are provided on the main campus, in downtown Worcester (Healthcare, Workforce Development, Continuing Education), at the Worcester Senior Center (Hospitality & Recreation Management), at Burncoat High School (Automotive Technology), and in the city of Southbridge.

Launched by Dr. Luis Pedraja in September 2017, QCC's strategic planning process was a grassroots effort founded on the principles of inclusivity and transparency.

Under the leadership of President Pedraja, QCC committed to an equity initiative launched this fall, which includes an equity audit, enhanced training, assessment of curriculum and pedagogy, and improved onboarding and orientation of new faculty and staff.

The successful candidate is expected to participate in this initiative and provide leadership to the development and implementation of an equity plan for hiring, employment practices, training, and retention.

QCC is seeking candidates for the position of Executive Director of Human Resources. This is the College's Chief Human Resources position and is responsible for providing skillful, professional, and effective leadership and vision to the planning, development, coordination, and implementation of the College's human resource programs, plans, policies, and operations including the development of a diverse and inclusive workforce.

GENERAL STATEMENT OF RESPONSIBILITIES:
Reporting to the COO/CFO and Vice-President of Administrative Services, the Executive Director of Human Resources is responsible for ensuring that all college policies and practices comply with federal
and state labor and employment laws and for bringing innovative and assertive leadership to the coordination and administration of the College's Human Resources Department. In addition, they are responsible for leading, ensuring and promoting a student-centered culture that demonstrates, reflects, and values equity, inclusion, and diversity, through practices, policies, behaviors, and through organizational change and development. Additional responsibilities include creative and efficient management of personnel, hiring and recruitment mechanisms, consistent application of policies and procedures across the College, data and record-keeping, staff development and training. Acts as an advisor to the administration in all phases of human talent acquisition, support and together with the Affirmative Action Officer, assists in the development, administration, and monitoring of all activities related to the implementation of the College's EEO/Affirmative Action Plan.

SUPERVISION RECEIVED:
Reports directly to the COO/CFO and Vice-President of Administrative Services.

SUPERVISION EXERCISED:
Supervises professional and clerical staff.

DUTIES AND RESPONSIBILITIES:
1. Serves as the Executive Officer for the College's Human Resource office, functions and operations.

2. Ensures equity be embedded in the development, implementation and application of all human resource policies at the College.

3. Consults with the President on all human resource matters, including employment, compensation, recruitment, retention, equity and inclusion.

4. Works collaboratively with the Executive Assistant to the President for Policy, Governance and Diversity to ensure the college's goals for diversity and equity are met, through the development and implementation of policies, procedures, and training.

5. Drives the design and development of creative, competitive compensation and benefit packages to attract, retain and develop a talented and diverse workforce of full-time and part-time employees.

6. Cultivates a culture of inclusiveness by actively inviting the participation and contributions of employees and valuing diversity, transparency, open and honest communication, collegiality and collaboration.

7. Brings passionate, service-centered leadership to recruiting a diversified and well-qualified staff through innovative measures designed to attract and retain faculty and staff at all levels of the institution.

8. Assesses and continuously revises and implements employee policies and procedures for clarity, consistency and simplicity.

9. Develops and maintains comprehensive employee policies and procedures handbooks and continually educates and updates employees on college policies and procedures.

10. Ensures HR staff provides assistance and onboarding to staff and faculty members regarding employee benefits.

11. Collaborates on the general employee onboarding orientation process for new employees, including integration into campus culture with a view to long-term retention.

12. Manages the implementation of a comprehensive staff development program designed to address the significant training needs of a college intent upon retooling itself to meet the needs of its students and ensure their success.

13. Oversees and implements staff recognition programs.

14. Manages the ongoing integration and maintenance of the Commonwealth's PeopleSoft HR/CMS with the College's ERP system.

15. Develops and facilitates an employee relations program.

16. Manages the Non-unit Professional Performance Review and Compensation Program.

17. Works collaboratively with all areas of the college to cultivate equitable procedures and a climate of inclusion.

18.Ensures that all Human Resource area programs, support services, and systems are equitable; supportive of the college's mission of affordability, accessibility, and quality for all students (credit and non-credit); and constantly assessed and revised to achieve and maintain state of the art currency.

19. Advances the core principles of the College's mission, vision, values and strategic priorities, providing leadership and opportunity in this area for all staff. Sets a high standard of performance for both self and staff, nurturing and supporting their achievement while modeling behavior supportive of institutional values and goals.

20. Ensures effective communication throughout both the Human Resources area and the college community. Maintains appropriate records in all areas including communications.

21. Actively supports the teaching and learning process, practices honesty and integrity in and out of the classroom, strives to create and support a student-centered environment while fostering academic innovation and excellence.

22. Works actively with other areas of the college to ensure a spirit of college wide collaboration, collegiality, civility, and teamwork. Respects the function of dissent in an academic institution while advancing a collegial atmosphere of campus collaboration.

23. Supports the development and implementation of diversity, equity and inclusion initiatives in service of the college's mission. This includes actively engaging faculty, staff, and students to further policies and practices that support equity and inclusion from a social justice perspective.

24. Provides flexible, responsive, and high quality service to all whom we serve, be they students, community or staff, and continually assesses processes and procedures through an equity lens to revise accordingly.

25. Other duties and responsibilities as assigned.

MINIMUM QUALIFICATIONS:
1. Master's degree (MBA, MPA, or MS ) with a concentration in Human Resources, Organizational Psychology, Business, or related field; 10 years of experience planning, implementing and managing organization wide human resources operations including at least 3 years of executive level experience or comparable.
2. Demonstrated knowledge of human resources operations and best practices, Experience in areas such as; equity and inclusion, organizational behavior, employee relations, talent acquisition, performance management, compensation, benefits, collective bargaining, and employee development
3. Demonstrated commitment to diversity and inclusion, including experience with developing and implementing programs, policies and practices directed to building, supporting and enhancing diversity in a welcoming, supportive and inclusive organization.
4. Strategic and operational problem solving and analytical ability including data analysis, financial and budget management and planning; ability to use data to inform and influence decisions.
5. Superior interpersonal and communication skills, cultural dexterity and a demonstrated ability to work and lead equitably and collaboratively.

PREFERRED QUALIFICATIONS:
1. Professional experience leading enterprise wide organizational development and design initiatives.
2. Experience with labor relations and collective bargaining.
3. Prior professional human resources experience in higher education or other similarly complex environment involving working with and advising senior executives.
4. Experience in policy formulation, development, and implementation of key HR strategies and procedures.
5. Specialized training in equity and inclusion, multicultural dexterity, management, planning and compensation.
6. Professional certifications such as Certified Diversity Professional/Executive, SHRM, Talent Management, Six Sigma, and/or other related professional certifications are strongly preferred
7. Experience with Commonwealth of Massachusetts personnel systems, group insurance programs, and retirement systems.
