Executive Director of Human Resources



PURPOSE:

To provide leadership, supervision, direction and support for a full range of human resources related responsibilities for the campus.



GENERAL RESPONSIBILITIES:

Provides leadership and implements human resources strategies by establishing department accountabilities including compensation and classification, employee relations, employment processing, health and welfare benefits, employee training and professional development, workers' compensation, HRIS management, and AA/EEO compliance. Leads and coaches HR team to continuously evaluate and improve processes to maintain exceptional standards for campus community. Supports management by providing human resources advise, analysis, counsel, and appropriate decisions. Guides management and employee actions by researching, developing, writing, and updating policies, procedures, and guidelines. Fosters a harmonious Labor/Management relationship of dignity and respect and participates in grievance procedures as assigned. Complies with federal, state, local legal requirements as well as CSU Chancellor's Office issued Executive Orders. Enhances department reputation by accepting ownership for accomplishing new and different requests as well as exploring opportunities to add value to services provided. Analyzes HR metrics and makes informed decisions and recommendations for ongoing organizational effectiveness. Responsible for campus oversight, planning and coordination of ongoing major CSU system-wide HR information and payroll system implementations. Accomplishes special projects by identifying and clarifying issues and priorities while effectively communicating requirements, fulfillment, milestone accomplishments, optional courses of actions, as well as changing assumptions and direction. Assists with developing and sustaining a commitment to the University's vision, mission, core values, and strategic advancement and develops the desired culture that will enhance workplace morale and positive experience of employees. Other duties as assigned.



REQUIREMENTS OF POSITION:

Must bring a personal style to facilitate trust, diversity and a proactive and customer-service orientation. Bachelor's degree in human resources or related field desired. Ten years' progressively responsible experience in human resources field with five years in HR management. Experience with PeopleSoft/Oracle and recruiting systems desired. Experience conducting EEO or related investigations and mediating disputes. Ability to analyze complex documents. Experience with interpreting union agreements. Demonstrated ability to handle multiple projects simultaneously. Excellent administrative, analytical, interpersonal, research and investigative skills. Ability to work independently and maintain confidentiality at all times. Demonstrated ability to develop and maintain effective working relationships within all organizational levels of the campus community, Chancellor's Office and target service population. Ability to build teams and promote environment of recognition and positive reinforcement working to support campus-wide initiatives. Demonstrated ability to address the essential functions associated with this position including the knowledge and abilities identified above.

SALARY RANGE:

$8,000 -$10,833/month
