Position Summary
(Classified as: Confidential Administrative Support, PSL II)

Full-time position available on or after October 19, 2020 in the Office of Faculty Affairs.

Under the general direction of the Associate Vice President for Faculty Affairs, the Faculty Affairs Specialist is responsible for providing highly complex administrative and technical expertise in the development, implementation, and ongoing maintenance and evaluation of appointment, career advancement and compensation programs for faculty personnel and academic student employees. Prepares reports, provides recommendations and is a liaison to university administration (Provost & President), deans, department chairs, Academic Senate, departmental and deans' staff for consistency in the interpretation and compliance with collective bargaining agreements, university and system policies and procedures. Oversees faculty and academic student employee application process, providing guidance for recruitment and hiring. Analyzes complex compensation issues and advises the Associate Vice President on a variety of compensation and other personnel actions. With the Associate Vice President, is responsible for the development of management positions with respect to meet and confer dialogue with both California Faculty Association (CFA) and United Auto Workers (UAW) representatives, including research and analysis of confidential personnel information. Responsible for tracking service salary increase eligibility and range elevation entitlements. Provides guidance and assistance with part-time faculty appointment process, salary administration, entitlements and various reports upon request to deans, department chairs, administrative support staff, VP of Academic Affairs (provost), and others, when appropriate. Responsible for coordination of UAW bargaining unit representatives access to training and orientation of academic student employees and provides guidance to departments in support of academic student employment.

Job Duties
Duties include but are not limited to:
  • Coordinates the hiring of temporary faculty, graduate assistants, teaching associates, and instructional student employees.
  • Responsible for coordinating part-time faculty and academic student employee contract administration by identifying correct placement on the salary schedule, letter preparation and other official correspondence.
  • Based on contract specifications, identifies temporary faculty eligible for multiple semester appointments, tracking part-time faculty entitlements and part-time faculty eligible for 3-year appointments.
  • Responsible for initial determination of retirement program.
  • Responsible for tracking Service Salary Increase eligibility and Range Elevation entitlement and providing the AVP and CFA bargaining unit representatives a listing of temporary faculty who meet contract requirements for Service Salary Increases and/or Range Elevation increases.
  • Provides guidance and assistance to deans, department chairs, administrative support staff, Vice President of Academic Affairs and others, when appropriate, in regards to the part-time faculty appointment process, salary administration, entitlements and various reports upon request.
  • Responsible for providing hiring and appointment guidance to academic departments in support of academic student employment.
  • Serves as liaison between UAW Bargaining Unit Representatives and campus personnel in coordination of access to training and orientation of academic student employees.
  • Works with Payroll personnel to initiate pay warrants and resolve unforeseen pay issues.
  • Works with Human Resources benefits and leaves specialists coordinating temporary faculty benefit eligibility for health and leaves of absence.
  • Performs research, prepare various reports and make recommendations of course of action, make in-depth analytical studies and investigations which have broad impact. Responsible for making recommendations for changes in policy or procedures, and participate in long-range strategic planning.
  • Responsible for consultation with the AVP for Faculty Affairs on confidential information related to employee relations issues regarding the interface between workload obligations and various leave benefits.
  • Responsible for the supervision of CASI and Student Assist positions.
  • Monitors their day-to-day activities and provides Common Management System (CMS), Common Human Resource System (CHRS) and business process training for all faculty and ASE hiring.
  • Provides training for academic support staff, departments chairs and various departments on Temp Faculty and ASE hiring and employment practices.
  • Provide training in regards to the hiring of foreign nationals for employment as it relates to campus payroll, State Controller's Office and employment guidelines.
  • Updates academic departments and divisions on employment practice changes and bargaining unit modifications affecting their specific areas.
  • Provide back-up of the full range of general office duties including assisting visitors with questions needs related to faculty and academic student issues.
  • Responsible for troubleshooting and problem-solving various faculty and academic student matters, employment concerns, and payroll issues.
  • Responsible for providing administrative and technical assistance in the development, implementation and ongoing maintenance of compensation programs for both temporary faculty and academic student employees.
  • Works within federal and state laws, California State University (CSU) system's regulations, collective bargaining agreements, and campus personnel policies and practices to ensure faculty and academic student employees are appointed, compensated, and advanced in salary appropriately.
  • Responsible determining retirement plans and monitoring retirement eligibility, process changes when appropriate.
  • Provides counsel to faculty personnel regarding retirement and savings plus program.
  • Responsible for the input and retrieval of data in CMS, print reports and coordinate change of retirement plans with Payroll.
  • Responsible for coordination of University Extended Education (UEE) special session and winter intersession hiring.
  • Oversees the receipt and compliance of pay letters for input of special session and winter intersession hires into CMS system.
  • Works with Payroll personnel to initiate pay warrants and resolve unforeseen pay issues.
  • Trouble-shoots and monitors policy changes in UEE hiring programs assisting UEE with implementation of those changes.
  • Prepares and processes the hiring and onboarding for ALCP staff and hourly librarians.
  • Other duties as assigned.

    Minimum Qualifications
    Bachelors degree and/or a minimum of 2 years of similar experience in a Higher Education environment.

    Preferred Qualifications

  • Experience in handling employment of academic personnel including administration of compensation programs and working in a collective bargaining environment.
  • Comprehensive knowledge of the PeopleSoft application and business processes.
  • Experience in a collective bargaining environment.
  • Advanced and comprehensive knowledge and understanding of both the Unit 3 and Unit 11 collective bargaining agreements, CSU policies and procedures relating to academic personnel and compensation issues and the ability to interpret and apply them using sound judgment.
  • Comprehensive knowledge of CHRS Recruiting (Page Up).

  • Ability to lead office team to accomplish assigned projects and implementation of new or changed compensation/academic personnel programs.
  • Demonstrated ability to establish and maintain effective working relationships within and outside the work group and serve as the main point of contact and campus liaison for the organizational unit.
  • Thorough knowledge of policies, procedures, and outside regulations pertaining to the applicable program and/or administrative specialty.
  • Ability to take initiative and independently plan, organize, coordinate, and perform work in various situations where numerous and diverse demands are involved.
  • Expertise in investigating and analyzing problems with a broad administrative impact and implications.
  • Ability to make independent decisions and exercise sound judgment.
  • Thorough knowledge of and ability to apply extensive expertise to complex programs and/or administrative specialties, including pertinent laws and regulations.
  • Ability to understand problems from a broad, interactive perspective and discern applicable underlying principles to conceive of and develop strategic solutions.

    Salary Range
    $4,233 - $9,514 per month plus excellent paid benefits. (Anticipated salary will be $4,233 - $4,656 per month, depending on the qualifications of the successful finalist.)
