Position Summary
(Classified as: Confidential Administrative Support, PSL I)

Full-time temporary position available on or after February 1, 2021 and ending on or before January 31, 2022 in Faculty Affairs. Position will be appointed for one year from date of hire with possibility of reappointment and/or becoming permanent based on budget, department needs, and job performance.

Under the direction of the Faculty Affairs Specialist, this position provides administrative support and coordination for Faculty Affairs. Supports an administrative office with access to confidential information which contributes significantly to the development of management positions with regard to meet and confer activity that is part of the collective bargaining process.

Job Duties
Duties include but are not limited to:
  • Serve as main contact regarding faculty special consultant policies and procedures, appointment and payment process, special consultant forms, and procedural or technical questions and payment issues.
  • Analyze special consultant agreements and ensure faculty personnel are coded for correct retirement contributions to California Public Employees' Retirement System (CalPERS).
  • Coordinate hiring and onboarding process for new faculty, academic student employees, coaches, and coaching assistants.
  • Perform CMS/PeopleSoft data entry of appointments, separations, and other employment transactions, and generate personnel/payroll transactions (PPT) for payroll.
  • Serve as liaison between Faculty Affairs, University Extended Education, Learning Commons, various hiring departments, and Payroll regarding faculty and academic student employees, ensuring compliance with Unit 3 and Unit 11 collective bargaining agreements.
  • Communicate with campus departments regarding technical letters and memorandums regarding salary changes.
  • Provide ongoing evaluation and recommendations related to operational and procedural matters.
  • Maintain correspondence for the AVP relating to confidential HEERA negotiations and employer/employee relations information with respect to management bargaining positions.
  • Support the AVP with coordination of grievances as assigned.
  • Establish and maintain highly confidential files and related materials to include meet and confer information.
  • Assist in composing or preparing responses to the Chancellor's Office on technical letters or collective bargaining agreement issues.
  • Serve as back-up in maintaining the AVP's calendar and tracking the office budget.
  • Coordinate the hiring and monitoring of the Instructional Student Assistant (ISA) program, including appointment/employment offers for academic student employees; maintain employee database and track appointment end dates.
  • Perform review and analysis in determining if academic student positions are properly classified, working with hiring departments to gather appropriate hiring forms as well as posting job openings to employment opportunities page.
  • Create and maintain personnel files and scheduling appointment to onboard new employees.
  • Serve as the lead for testing CHRS Recruiting for hiring/onboarding academic students.
  • Ensure annual evaluations are received/submitted as required by the temporary faculty evaluation policy. Work closely with deans' offices in tracking faculty evaluations and 3-year eligibility, etc.
  • Work with the Faculty Affairs Specialist and Coordinator for facilitating assigned recruitments and monitoring compliance with Unit 3 and Unit 11 collective bargaining agreements.
  • Communicate with Faculty Affairs Specialist on entitlement issues when departments plan to hire new full-time lecturers.
  • Track appointment end dates to ensure all employees are separated in a timely manner.
  • Provide general support to the Faculty Affairs Office as back-up to the front desk as needed. Serve as back-up for onboarding new faculty, provide support for additional PeopleSoft data entry, and part-time hiring process, as needed.
  • Provide reports (salary and faculty WTU) as requested and/or assigned.
  • Perform ad-hoc reporting such as reconciliation of PeopleSoft with Payroll and provide general support in the Common Human Resource System (CHRS).
  • Attend the Commencement Committee meetings with Faculty Affairs Specialist.
  • Serve as the key point of contact for posting, hiring and onboarding faculty positions via CHRS Recruiting (PageUp) software system. Assist department chairs with use of the system.
  • Participate in meetings and Zoom calls (e.g. collaborative calls, Faculty Task Force, data standardization, etc.).
  • Responsible for posting employment opportunities through CHRS Recruiting, as well as campus website, system-wide CSU careers website, and other advertising sources.
  • Assist Faculty Affairs Specialist with the preparation of required immigration-related documents (e.g. I-129 petitions, supporting documents for H1-B petitions, including letter correspondence, prior immigration status information, certified records evaluation for international degrees, and additional documentation) as needed.
  • Assist with the submission of Labor Condition Application as required for H1-B visas processed by United States Citizenship and Immigration Services.
  • Compile data to determine benefits eligibility and appropriate retirement plans for faculty and academic student employees.
  • Monitor changes in eligibility status for benefits and retirement plans and work with Human Resources Benefits Specialist and Payroll staff on processing necessary updates to employee records.
  • Track CalPERS retirement eligibility for part-time Student Services Professional, Academic Related Counselors and Assistant Coaches in compliance with collective bargaining agreement.
  • Work with the Faculty Affairs Coordinator on maintaining updated policy and procedures for determining eligibility status and compliance.
  • Other duties as assigned.

    Minimum Qualifications
    Education: Completion of a high school program, technical/vocational program, or their equivalents.
    Experience: Full-time equivalent of several years of related office work experience to be fully functional in all technical aspects of work assignments.

    Preferred Qualifications

  • Three years of experience in an executive-level administrative office setting.
  • Demonstrated strong work ethic and ability to work independently with minimal supervision.
  • Demonstrated ability to independently gather and organize data, complete, compile, and edit complex written documents.
  • Demonstrated ability to work in a complex and diverse department with the ability to independently prioritize and meet deadlines while faced with many interruptions and competitive/conflicting priorities.
  • Ability to address common and unique problems using reasoning and judgment to develop practical, thorough and creative solutions.
  • Demonstrated ability to understand, manage, and maintain positive working relationships and communicate with colleagues within the organization.
  • Demonstrated ability to maintain confidential information, exercise good judgment to handle effectively a broad range of interpersonal contacts, including those at all levels of the organization and those sensitive in nature.
  • Working knowledge of HIPAA, COBRA and other applicable employment laws.
  • Thorough knowledge of CMS/PeopleSoft.
  • Working knowledge of CSU employment and payroll practices.
  • Thorough detailed knowledge of applicable university infrastructure, policies and procedures (or ability to quickly learn).

    Required Qualifications

  • Fully functional knowledge of and skill in standard office procedures and practices.
  • Ability to understand and operate in a variety of organizational structures.
  • Thorough knowledge of English grammar, punctuation and spelling and ability to clearly communicate orally and in writing.
  • Thorough knowledge of office systems and ability to use a broader range of technology systems and packages (i.e. Microsoft Outlook, Excel, Word, and PowerPoint, preferred).
  • Demonstrated ability to work independently on complex administrative projects.
  • Demonstrated competence in independently applying judgment while also solving a wide range of problems, and developing practicable and thorough solutions.
  • Ability to perform standard business math, including ratios and percentages, and make simple projections.
  • Working knowledge of budget policies and procedures.
  • Ability to draft and compose correspondence and standard reports.
  • Ability to handle effectively a broader range of interpersonal contacts, including those at a higher level and those sensitive in nature.

    Salary Range
    $3,516 - $6,922 per month plus excellent paid benefits. (Anticipated salary will be $3,516 - $3,868 per month, depending on the qualifications of the successful finalist.)
