Position Overview


This position has overall functional responsibility for the university's HR/Payroll System, is a member of the HR management team and reports directly to the Chief Human Resource Officer. It serves as the functional strategist and data expert for the HR/Pay System in advancing business critical HR initiatives across the campus, develops proposals for future growth and development of HR technology, oversees multiple high-priority HR/Pay projects and initiatives concurrently, and manages a team of senior analysts. This requires an in depth knowledge of the functionality of Oracle/PeopleSoft HCM 9.2 operating system, and a solid understanding of university priorities and external mandates related to HR and pay, the needs and systems of several university departments, the ability to effectively manage multiple priorities, solid analytical skills, and a strong ability to develop and maintain effective working relationships with technical and nontechnical persons. Maintains strict confidentiality of sensitive information and personal data/information.

Job Description

30% - Functional Strategy/Discovery, Development & Data Management


Conducts business discovery, analyzes, designs, develops and implements system utilization to ensure full integration of the HR/Pay system to University administrative practices, policies, and initiatives; State and Federal mandates; Oracle/PeopleSoft system upgrade functionalities; requested interfaces and modifications; and processing issues.
Utilizes knowledge of current business practices, requirements, operational needs, and system functionality of other campus systems as well as third party/hosted systems, to assess the fit between software and business practices for present and future needs/requirements. Other systems include, but are not limited to financial, projects, general ledger, and person/Concur, Campus Solutions, budget, analytics warehouse, parking, KU card, IDM, research systems (i.e., effort reporting, proposal software, conflict of interest and intellectual property).
Studies information gained from working with campus constituents in understanding their respective business needs to determine the use of HR/Pay modules.
Identifies mapping and possible modifications to business practices or procedures to the HR/Pay system along with data warehouse mapping and report mapping.
Identifies required resources and facilitates acquiring those resources.
Designs security roles keeping in mind compliance with data protocols.
Understands and manages key components of table updates, testing and interfaces between the HR/Pay system and the State of Kansas.
Provides leadership in the creation of HR/Pay system configuration/set-up, Leads university data load processes into the system.
Provides data for open records and State of Kansas and university requests.

20% - Communication/Liaison
Develops and maintains effective on-going relationships with campus departments, stakeholders and other KU administrative systems functional administrators.
Serves as the liaison:
With IT developers to develop and test integrations, modifications and functionality designed to meet business expectations.
With Oracle/PeopleSoft may serve on focus groups regarding functional HR/Pay system upgrades, systems problems, functionality testing, pilot projects, etc. Attends conferences and meetings as the university's HR/Pay functional expert.
Between customers, general users, budgeteers, State of Kansas, authorized vendors, and other campus offices for HR/Pay.
Between users and IT support staff to facilitate effective communication and understanding between functional and technical staff.
Collaborates with technical teams on issues and on-going strategies.
Communicates the impact of changes and any new instructions to affected University community staff in writing and/or verbally in a manner relevant and appropriate for the subject and audience.

15% - HR/Pay Leadership
Serves as functional data expert for the HR/Pay System and facilitates and supports all integration and user acceptance testing.
Provides project materials, information, and guidance to the Leadership Team to help ensure that ongoing and future projects stay within the leadership guidelines of End User Principle, Current Version and Vanilla Philosophy.
Reports on projects progress and any system issues affecting other university departments.
Works closely with HRM leadership to select information systems vendors.
Leads the HR/Pay Project Team consisting of Payroll/Financial and Information Technology representatives in outlining, developing, and implementing modifications and upgrades. Creates project planning strategies, timelines, and calendars. Provides periodic updates to keep all current on progress.

15% - Project Leadership
Coordinates, facilitates, and provides ongoing project oversight to successful completion to meet the goals of administrative practices and procedures as they relate to appointment, position, funding, payroll, time reporting, absences, accruals, benefits, and other system supported processes across campus.
Leads representatives from affected areas in defining problem statements and business requirements including outlining functional goals/objectives and timeline establishment. Writes functional specifications for system change requests. Manages project scope changes and budgets.
Analyzes the feasibility of technical solutions and identifies potential project risks and related contingency plans.
Plans and implements communications, sets up and tests new module functionality. facilitates and supports all integration and user acceptance testing.
Troubleshoots the more complex business process issues.
Tracks and reports progress/status of system issues, bugs, and enhancements.
Coordinates and oversees the planning, development and implementation of training strategies.

15% - HR/Pay Team Management
Plans, coordinates, supervises, hires and evaluates the work of the HR/Pay staff. This includes mentoring staff, providing tools and resources, and assisting in troubleshooting problems.

5% - Other Duties as Assigned

Required Qualifications:


Bachelor's degree and 7 years of experience OR a high school diploma/GED equivalency and 9 years of experience in HCM application administration at the enterprise-level and prior hands-on experience in leading, configuring, and troubleshooting at least two deployments/upgrades for a multi-unit/campus organization.
Demonstrated experience in setting the technology direction for an HR organization with a functional knowledge of HR business requirements and processes.
Experience in project management, strong attention to detail, and demonstrated ability to manage changing and conflicting priorities.
Strong written, verbal and interpersonal skills as demonstrated through application materials, interview and references.
Supervisory experience.
Experience working in a team environment.
Demonstrated analytical, evaluative and problem-solving abilities.

Preferred Qualifications

Strong organizational skills and proficient self-starter.
Demonstrated experience with PeopleSoft with understanding of modules such as Payroll, HR, Absence, and other related modules.
Ability to understand how specific data and processes relate to overall system and department performance.
Experience in benchmarking, analyzing, reporting on and making recommendations for future HRIS infrastructure and growth.
Experience developing communication and training materials.
