Overview
HR Business Partner functions as an internal strategic partner and serves as a resource on all Human Resources related matters for Touro University California and, as needed, its sister organizations, Touro University Worldwide, Touro University Medical Group, and Touro College Los Angeles. The incumbent provides advice, assistance and follow-up on company policies, procedures, and documentations. The HR Business Partner also performs broad professional human resources generalist activities to support HR processes, policies and programs including payroll, HRIS and benefits.

Responsibilities
  • Responsible for Employee Relations. Manages and resolves complex employee relations issues. Conducts effective, thorough and objective investigations, often in conjunction with the Office of Institutional Compliance. Conducts exit interviews, and determine trends.
  • Disability and Leave Management
  • Develop HR strategies, policies, and practices.
  • Serve on Staff and Faculty search as needed; review application/resume; evaluate applicant skills and make recommendations regarding applicants qualifications.
  • Support recruitment efforts of key roles including faculty positions.
  • Review information from Staff and Faculty background checks. Forward unsuccessful background checks to HR Director for further action.
  • Conduct new employee orientation/onboarding for Staff and Faculty, Deans and other campus Administrators.
  • Initiate faculty appointment contracts; work with hiring Provost & Directors to draft contracts and appointment letters and acquire appropriate signatures. Track status of contract or appointment letter verifying all required signatures are provided.
  • Ensure timely renewals of faculty and administrator contracts and distribution of signed copies to employee, hiring official and personnel file. Work with managers to ensure a performance evaluation is attached to each renewal contract.
  • Credentialing: conduct primary and secondary source verification. Work with Precision on the renewals. Maintain a database with Faculty credentialing information. Follow up with faculty on providing update copies of various licensures.
  • Provide employee and HR data needed for reports and accreditation documents.
  • Train new HR staff (e.g. processes, procedures, protocols and policies) for the purpose of ensuring that best employment practices are followed.
  • Travel up to 10% may be required.
  • Other duties as assigned.


Qualifications
Bachelors or higher degree in a related field
At least 7 years of recent progressively responsible human resources experience
Knowledge of a variety of employee benefits and leave of absence system methodology
Strong knowledge of federal and state laws/regulations related to benefits
Strong knowledge of human resources and payroll regulations and practices
Excellent written and verbal communication skills; ability to compose a variety of correspondence and reports; clear, effective public speaker
Advanced computer skills including Word, Excel, Access
Ability to perform analytical studies, perform research, and prepare reports
Ability to perform statistical analysis
Positive, proactive service approach when dealing with employee issues
