This position works a hybrid remote format, requiring a telecommuting agreement and adherence to the UCSC Telecommuting/Remote Work Guidelines. The employee shall be available in a full-time capacity during assigned telecommuting work hours (specific hours to be discussed with supervisor). While telecommuting/remote working, the employee is responsible for ensuring a worksite environment suitable for accomplishing their regular job duties during scheduled hours of work and, if applicable, arranging for dependent care just as they would if they were working at the regular UCSC worksite.

 

NOTIFICATIONS

UC Vaccination Policy: With limited exceptions, COVID-19 vaccinations are required for Covered Individuals under the Policy. Covered Individuals include all employees, students, or trainees who physically access a University facility or program in connection with their employment, appointment, or education/training.

JOB SUMMARY

Under general direction, the Human Resource (HR) partner performs a variety of complex human resources duties on a professional level, partnering closely to provide guidance and support to staff and management on administration of HR programs, such as compensation and classification actions, recruitment activities and personnel actions and / or concerns.  The position is responsible for maintaining efficiency, consistency and coordination of efforts with Talent Acquisition, Compensation, Employee and Labor Relations and other HR units.

The HR Partner provides advice and tools to divisional staff, management and administrators on issues and problem resolution in an increasingly diverse workforce.

JOB DUTIES

30% - HR Consultation
  • Advise and coach supervisors and managers on HR issues and problems such as effective communication, conflict resolution, employee relations and performance management. Provide strategic guidance and planning to campus managers and supervisors on compensation programs, classification process, personnel policies and procedures.
  • Communicate leadership objectives persuasively and effectively while collaborating with campus constituents to improve workforce performance, overall engagement, and to advance of the University's strategic initiatives.
  • Conduct complex/sensitive employee related investigations.

30% - Policy Administration and Implementation
  • In collaboration with SHR units, identify and implement best practices. Analyze and make recommendations regarding proposed changes in policy, delivery of services, technology implementations, etc., many with campus-wide impact.
  • In partnership with other SHR units, work to create a seamless campus interface for the effective delivery of a full range of HR services. Participate in long and short range planning for the design and delivery of services, implementations and process changes.
  • Work with other HR teams to coordinate, implement and communicate changes to human resources procedures, policies and collective bargaining agreements, etc.

30% - Recruitment Support
  • In consultation with the campus units and the Talent Acquisition Consultant, plan recruitment strategies to promote the division's affirmative action goals.
  • Facilitate the accurate and timely disposition of employment applications and recruitment documents and records.
  • Assist campus unit in developing or editing job descriptions and create Position Control Requests.
  • Review resumes and applications for the campus unit(s) for an initial assessment.
  • Provide support and participate on staff searches as a Fair Hiring expert and coach to hiring teams.

10% - Special Projects
  • Support campus units and the SHR organization, in the coordination of information, creative problem solving, continuous improvement, planning and implementation of programs and change efforts.
  • Participate on workgroups and projects in support of SHR, campus-wide and divisional initiatives.
  • Attend and participate in campus unit meetings and trainings.
  • Participate fully as a team member, routinely providing assistance to others in any of the SHR teams as needed.

 

REQUIRED QUALIFICATIONS
  • Bachelor's degree in related area and/or equivalent experience/training.
  • Advanced knowledge of human resources concepts, policies and procedures including employment and recruiting practices, employee relations, labor relations, salary administration, classification, training and other areas of human resources.
  • Advanced knowledge of functional areas and understands how work affects other areas in Human Resources and the organization.
  • Experience with conducting workplace investigations.
  • Demonstrated ability to research, learn and retain knowledge of University policy and procedures.
  • Ability to recognize issues that have organizational impact or future implications and advise manager(s) appropriately.
  • Excellent interpersonal skills and ability to influence through building rapport and trust.
  • Demonstrated skills associated with working in a highly collaborative manner with the ability to maintain effective professional relationships.
  • Demonstrated ability to handle extremely difficult or volatile situations / individuals effectively.
  • Ability to maintain confidentiality and use discretion at all times.

PREFERRED QUALIFICATIONS
  • Staff Human Resource Management (SHRM) certificate
  • Demonstrated advanced knowledge of university policies and procedures.

 

SPECIAL CONDITIONS OF EMPLOYMENT
  • Selected candidate will be required to pass a pre-employment criminal history background check.
  • Ability to work long periods of time at a computer with or without accommodation.
  • Will be required to work a hybrid work schedule, days of the week and number of days to be determined, and be able to fulfill requirements of the UCSC telecommuting agreement.
  • Ability to work a variable schedule including evenings and weekends.
  • Selected candidate will be required to complete training within established time frames as directed including UC compliance training.
  • Ability to travel to multiple work locations on and off campus.
