DEPARTMENT OVERVIEW

We oversee human resources programs and policies for the Office of the President. UCOP HR is dedicated to serving and supporting staff, and to building a work environment where employees feel involved and empowered to offer their best. Building organizational capability and talent is a priority for UCOP. Providing opportunities for individuals to learn and grow in their careers is essential to mastering current responsibilities and preparing for growth and changes in the work environment. Other staff units cover benefits, disability and leave, talent acquisition and employment, learning and development, and compensation.

POSITION SUMMARY

The HR Business Partner uses advanced professional HR concepts to provide guidance to all levels within the organization, utilizing specialized human resources expertise within area of responsibility to resolve highly complex issues. Normally receives little direction on assignments. May serve in a lead capacity, providing guidance to other human resources professionals. This positon is based in Oakland.

CLIENT CONSULTATION: Applies advanced HR concepts to counsel senior managers on HR issues, employee and labor policies, procedures, and appropriate practices to ensure a fair and equitable work environment. Conducts highly complex and varied analyses of issues or concepts and develops resulting recommendations employing political acumen and integrating information to determine appropriate courses of action and their implications. Influences others on matters of importance. Collaborates with other HR peer on highly complex and/or sensitive issues to recommend strategic solutions. May provide direction to HR Assistant.

EMPLOYEE RELATIONS: Provide performance management support throughout the year to support the annual review process. Assists supervisor and manager on establishing performance goals, preparing evaluations, providing performance feedback, and meeting key deliverables. Provides assistance to supervisors and managers with addressing performance issues and review performance reviews for calibration and consistency across organization. Counsels employees concerning sensitive and difficult to resolve work-related problems and recommends to senior management systemic remedies such as training, changes to organizations practices and procedures. Operates as employee advocate ensuring fair and equitable work environment. Conducts difficult termination interviews, providing feedback to management, and recommending changes to department practices as appropriate.

EMPLOYMENT AND COMPENSATION SUPPORT: Develops workforce forecast and planning staffing objectives with clients. Provide compensation support when making salary offers for external candidates. Consults with and advises managers and supervisors on classification and compensation matters such as new job classification, promotions, market, equity adjustments and supplemental compensation. Collaborates with clients in developing and reviewing and modifying position descriptions for appropriate leveling, content and language. Provides guidance to managers and supervisors on compensation programs especially around merit and bi-annual equity and promotion increase reviews.

ORGANIZATIONL DESIGN CONSULTING: Works with client groups on highly complex organizations and staffing objectives to assist in meeting business objectives.

REGULATORY AND POLICY GUIDANCE: Ensures all HR actions comply with Regulations, UC Policies and UC Procedures as well as relevant laws and collective bargaining unit agreements. Provides support to units or departments in administering policies and programs in the areas of employment, labor relations, wage and salary administration, training, and other areas of HR. Ensure integrity of data in the HR/Payroll System.


Required Qualifications
  • Possesses advanced analytical skills to conduct analysis and develop recommendations, demonstrating organization and problem-solving skills.
  • Demonstrates advanced knowledge of organizational policies and procedures; advanced knowledge of functional area and understands how work impacts other areas in Human Resources and the organization.
  • Has advanced knowledge of human resources concepts, policies and procedures including employment practices, labor relations, salary administration, training and other areas of human resources as well as organizational initiatives relating to and/or impacting human resources.
  • Is highly skilled in communicating clearly and effectively verbally and in writing.
  • Possesses well developed active listening and critical thinking skills.
  • Demonstrated ability to handle extremely difficult or volatile situations/individuals effectively.
  • Demonstrates strong consultative skills and has the ability to influence decision makers.
  • Knowledge of Microsoft Office Suite - Office, Word, Excel and PowerPoint.

Preferred Qualifications
  • Has in-depth knowledge of the university's Human Resources Management System (HRMS) and other related business software programs and systems.
  • Master's degree in Human Resources or Organizational Development.
  • SHRM - CP or PHR preferred.

Education
  • Bachelor's degree in related area and/or equivalent experience/training and minimum of 5 years' experience as HR Generalist.


SALARY AND BENEFITS

Salary: $110,000 - $133,000 commensurate with experience.
