Employment Opportunity

This full-time (100%) Human Resources Analyst performs a variety of professional activities in support of a centralized human resources system, including classification, compensation, and employment-related analysis; provides support to recruitment and selection and Equal Employment Opportunity, diversity and equity initiatives; serves as a Deputy Title IX Coordinator; performs related duties as required or assigned.

In addition, a Human Resources Analyst position eligibility pool may be established in order to fill other full-time, part-time, or substitute assignments as needs arise.

Cabrillo College serves approximately 11,400 students per term, of which 45.13% are LatinX, 5.26% multi-ethnic, 2.64% Asian, 1.25% African-American, 0.79% Filipino, 0.30% American Indian or Alaskan Native, and 0.18% Pacific Islander as of Fall 2018. Examples of Duties

  • Conducts job analysis and classification studies and audits, including desk audits
  • Prepares new or modified class descriptions
  • Works with and provides staff support to the Classification Study/Salary Review Committee
  • Collects compensation and related information and prepares analysis and reports
  • Provides classification, compensation, and employment-related information to other educational institutions and agencies
  • Assists in the resolution of difficult employment problems and complaints and recommends corrective action
  • Directs and assists in recruitment and selection processes
  • Provides information to applicants and the public regarding selection procedures
  • Assists in the implementation and monitoring of equal employment opportunity, diversity and equity programs and initiatives
  • Assists with grievance handling and labor relations programs and negotiations by gathering data and making recommendations; may serve on District negotiations teams
  • Interprets, explains and applies the California Education Code, federal and state laws, College policies, procedures and regulations, and faculty and staff collective bargaining agreements
  • Works with Information Technology staff in the development of human resources process efficiencies and solutions relative to existing database, spreadsheet, HRIS and applicant tracking systems
  • Conducts special studies and projects and prepares statistical and narrative reports, correspondence, and other written materials
  • Monitors developments in the human resources field which potentially affect College human resources activities
  • Serves as a Deputy Title IX Coordinator and performs tasks to assist and/or in the absence of the District Title IX Coordinator
  • Recommends and implements improved procedures
  • Directs the work of support staff on a project or day-to-day basis
  • Performs related duties as required or assigned


Minimum Qualifications

Education and Experience:

Equivalent to graduation from a four-year college or university with major course work in human resources, organizational development, public administration, or a related field, AND two (2) years of professional-level experience in a centralized human resources system.

Please note: Experience in a human resources function that has provided the knowledge and skills outlined below may be substituted for the education on a year-for-year basis, to a maximum of two (2) years.

Desirable:

  • Experience in a public agency or educational setting
Knowledge of:
  • Principles and practices of public human resources administration
  • Classification, compensation, and benefits analysis and administration procedures
  • Recruitment and selection techniques and procedures
  • Basic functions and structure of a community college or similar educational setting
  • Applicable state and federal laws and regulations, including but not limited to those concerning Title IX and employment discrimination, harassment, and retaliation
  • Basic Equal Employment Opportunity, diversity, and equity principles and practices
  • Standard office practices and procedures, including basic business database applications, applicant tracking, and HRIS systems
  • Basic supervisory principles and practices

Skill in:

  • Designing effective recruitment programs to obtain qualified candidates
  • Developing valid and effective selection procedures
  • Conducting classification, compensation, and employment-related studies
  • Analyzing technical information, evaluating alternatives and exercising sound judgment within established guidelines
  • Interpreting and applying laws, regulations, and policies
  • Researching and preparing clear, concise and effective written reports, recommendations, correspondence and other materials
  • Maintaining accurate records and files
  • Exercising good judgment, discretion, and maintaining confidentiality
  • Instructing and directing the work of staff
  • Operating standard office computers/equipment and systems including HRIS and applicant tracking systems, spreadsheets, power point, Google suite, and similar programs
  • Establishing and maintaining effective working relationships and fostering positive team dynamics


Additional Information

Current Salary: *$5,070 to $5,590 per month to start; seven step schedule to $6,795 per month. Full-time assignment, 12 months per year. Monday through Friday 8:00 a.m. - 5:00 p.m. with evenings and weekends as required. Classified employees are required to join the California Public Employees' Retirement System (CalPERS) and as such contribute up to 7% of their monthly salary to CalPERS on a pre-tax basis. Position scheduled to begin as soon as possible, pending continued funding and Governing Board ratification. Salary is subject to proration based on beginning date of assignment.

* Cabrillo College reserves the right at its discretion to hire classified and confidential employees at a higher starting step placement, up to step three, in acknowledgment of an individual's previous job-related work experience. Cabrillo College currently provides a generous benefit stipend for employees plus dependents that employees apply towards benefit selections for medical, dental, life, and short-term/long-term disability insurance. Depending on health plan selections, in many cases full-time employee net out-of-pocket for benefit premiums may be $0 or otherwise relatively low.
