About the Position:
The incumbent has responsibility for the Human Resources operations functions of the District and provides technical and administrative direction including three (3) or more core functions listed below to subordinate professionals and clerical/technical staff. The primary functions of this position will include Employee & Labor Relations, Policy & Procedure, Classification & Compensation, Recruitment & Employment, as well as other duties as assigned. Please note that functions are subject to change based on operational needs.

Purpose Statement:
Under direction of the Executive Director of Human Resources: manages, plans, organizes, directs, and coordinates comprehensive human resources programs for administrative, academic, and classified employees of the District, including classification and compensation, employee and labor relations, recruitment and employment, training and professional development; Title IX Compliance, Unlawful Discrimination & Harassment, and policies and procedures; provides professional assistance and guidance to District's administrators on human resources, employee and labor relations matters for compliance with federal and state laws, codes, Governing Board, District policies and procedures and collective bargaining agreements. Provides direct supervision over assigned professional and administrative support staff.

Distinguishing Characteristics:
The Human Resources Operations Manager is distinguished from other human resources classifications by its full program management authority and supervisory authority over assigned classified staff. The incumbent has responsibility for the human resources operations functions of the District and provides technical and administrative direction including three (3) or more core functions listed below to subordinate professionals and clerical/technical staff.

Essential Functions


Essential Duties & Responsibilities:

The duties listed below are intended only as illustrations of the various types of work that may be performed. Essential functions may include, but are not limited to, the following:
Classification & Compensation
  • Oversee and coordinate job audits, reclassification request analyses of individual positions, classes, and series of classes; prepare and revise class specifications; conduct compensation studies, analyze data and make recommendations.
  • Manage and oversee the development of reports, responses, or resolutions for Governing Board, Cabinet, District management, collective bargaining, and public service requests; respond to formal or informal surveys regarding salaries, benefits, classifications, etc.
  • Consult with managers and supervisors on reorganization plans.
  • Provide support for department reorganizations including job evaluations, assessing potential compensation impact, providing compensation change recommendations, etc.

Employee & Labor Relations
  • Participate in collective bargaining activities by serving on District negotiating teams or as a subject matter expert, assisting in the investigation and processing of grievances and complaints.
  • Work effectively with all levels of District administrators, union representatives, counsel, employees, and external organizations on human resources issues.
  • Oversee the investigation of disciplinary actions and prepare reports and recommendations for action; coordinate and monitor the employee evaluation process as assigned.
  • Advise managers and supervisors in the appropriate management of personnel policy and contract implementation; monitor and review in-progress management actions and provide guidance on informal counseling on work issues; prepare documentation and approve improvement plans.
  • Ensure documentation of performance deficiencies; recommend performance or disciplinary action in accordance with policy or contracts; direct corrections where actions have been taken to ensure compliance with applicable codes and regulations, policy and contracts; consult with Executive Director on escalated matters to mitigate risk to the District.

Training and Professional Development
  • Coordinate employer-mandated training programs, provide recommendations for management, supervisory and confidential employees and identify training needs through the use of formal needs assessments and surveys to support District-wide training programs.
  • Coordinate annual training calendar and new employee orientation program; serve on Professional Development Committee; coordinate in-service training for District personnel.
  • Provide training for on-boarding of new employees on District policies and procedures.
  • Participate in shared governance through active contributions to planning and program committees, and task forces; prepare required information and attend meetings, document and report on outcomes; attend monthly Open Forums, and Board meetings.

Title IX Compliance, Unlawful Discrimination & Harassment
  • Support the District Title IX Coordinator to ensure compliance with state and federal laws.
  • Provide ongoing assistance and coordination regarding Title IX requirements, grievance issues, and compliance programs.
  • Investigate alleged discrimination and/or harassment, interview complainants, respondents, and witnesses; obtain and review documents and other relevant materials from complainant and /or respondent; write investigation reports.
  • Coordinate complaints of unlawful discrimination and harassment; identify and address any systematic problems that arise during the review of complaints.

Recruitment and Employment
  • Assist in managing the District's equal employment opportunity and diversity outreach efforts.
  • Attend and coordinate participation in job fairs and various recruitment events.
  • Participate in the development of goals and objectives to ensure compliance with established policies and procedures related to EEO and recruitment and employment practices.
  • Assist the District Equal Opportunity Advisory Committee in conducting analysis, development and recommendations of programs, workshops and EEO planning activities;
  • May provide analysis, expertise, and recommendations for improving staffing operations for the recruiting function.

Policy and Procedure
  • Develop and implement policies and procedures, employment laws and regulations, and interpret and administer collective bargaining agreements.
  • Serve as Human Resources liaison with College faculty and staff for District policies and procedures that affect Human Resources areas, including Chapters 3 and 7 of the Board Policies and Administrative Procedures.

Other Duties:
  • Serve as a trainer, mentor and lead to human resources staff.
  • Travel to various District and community sites in the carrying out of functions.
  • Perform related duties as assigned.


Requirements & Desirables


REQUIREMENTS
  1. Bachelor's degree in a related field or equivalent; and
  2. Five (5) years of increasingly responsible human resources program experience, including two (2) years of supervisory responsibility.
  3. Experience in Title IX Compliance, Unlawful Discrimination & Harassment, recruitment/employment, or an equivalent combination of training and experience.
  4. A valid California driver's license or eligibility to obtain upon hire.
  5. Demonstrated ability to maintain confidentiality at all times, handle sensitive personnel matters, and respond to employee and public personnel inquiries with sensitivity, tact and diplomacy.
  6. Applicant must have demonstrated cultural competency, sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college staff, faculty, and students.

DESIRABLE QUALIFICATIONS
  • PHR, SPHR, SHRM-CP, SHRM-SCP Certification.
  • Experience working in an environment that requires handling of sensitive and confidential information with discretion, tact, and diplomacy.
  • Three (3) years of experience performing classification and compensation studies.
  • Functional lead or implementation experience with Banner, Oracle/PeopleSoft, or similar Enterprise Resource Planning (ERP) system.

CONDITIONS OF EMPLOYMENT
Prior to employment, the selected candidate will be required to complete the following:
  1. In accordance with Federal Law all employees must provide proof of eligibility to work in the United States.
  2. Criminal Justice/Fingerprint Clearance.
  3. California Education Code, Section 87408.6 requires persons employed by a community college in an academic or classified position to submit to a TB risk assessment developed by CDPH and CTCA and, if risk factors are present, an examination to determine that he or she is free of infectious TB; initially upon hire and every four years thereafter.
  4. DISASTER SERVICE WORKERS: All Marin Community College District (MCCD) employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the MCCD requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency. CLASSIFICATION CATEGORY & RETIREMENT PLAN
The Human Resources Operations Manager is a classified administrative position, in compliance with all applicable sections of the California Education Code. Classified administrative employees are also members of the California Public Employees Retirement System (CalPERS), to which the member contributes up to 8% their reportable compensation on a monthly basis.

SALARY INFORMATION
FLSA Status: Exempt
Salary Grade: Management Level 3
Full Salary Range: $131,016- $166,116 annually
Starting Salary Range: $131,016 to $140,220 annually (Step 1 to Step 3). Background and experience will determine placement. Normal entering step is Step 1.
