Grainger Engineering HR Shared Services (HRSS) is a team of dynamic HR professionals working together at the University of Illinois Urbana-Champaign to serve a large portion of Grainger Engineering employees. We are searching for a Human Resources Specialist to join our growing team. The HR Specialist functions in a shared service center exercising professional judgment and discretion in the coordination of HR operations, which includes employment and hiring practices, appointments and visa processing, and other related HR functions in support of the faculty, staff and administration for a number of units within The Grainger College of Engineering.

MAJOR DUTIES AND RESPONSIBILITIES:
HIRING/SEPARATION
Responsible for the hiring activity for Faculty, Academic Professional and other academic positions, including but not limited to position development and approval, end-to-end search documentation and approvals, recruitment advertising, search team training, interview participation and coordination, and reference checking.
Facilitate Civil Service hiring requests and procedures, working closely with Illinois Human Resources and The Grainger College of Engineering, using sound judgment in developing new and existing positions, which includes position development and approval, employee requisitions, candidate interviews and selection process, and critical judgment in reference checking. Work closely with the Office for Access and Equity (OAE) with respect to affirmative action plans and equal employment opportunity practices. Act as point of contact for OAE regarding departmental hiring activity.
Facilitate robust, employee-focused onboarding and exit strategies for units served by the HR Shared Services Center.
Act as a liaison between assigned unit stakeholders and The Grainger College of Engineering human resources unit.

APPOINTMENT/PAYROLL ADMINISTRATION
Provide timely, efficient service for all academic and civil service appointments processing, including insight and recommendations on various appointment requests (often non-standard appointments), working closely with central HR units on campus and within the Grainger College of Engineering, and in accordance with University policy and procedures.
Work closely with the appropriate business/finance/grants offices and contacts to obtain funding approval, grant research effort, and research/respond to any inquiries related to funding changes, earnings transfers, etc.
Serve as the primary approver for bi-weekly staff payroll, communicate leave practices and policies, and ensure compliance with campus, college and departmental policies throughout the units served by HR Shared Services.

VISA MANAGEMENT
Interpret and apply policies and procedures related to visa (J-1, H-1, F-1 OPT, etc.) and green card processing and paperwork; work closely with the International Student and Scholar Services (ISSS) office, sponsoring faculty and business units, and foreign nationals throughout the various processes; convey foreign national and visa processing policies and proper procedures to faculty and staff within the department.

EMPLOYEE RELATIONS & COMPLIANCE
Responsible for tracking and monitoring compliance for assigned units in areas such as: Performance Reviews, semester appointment submission, Ethics Training, ANCRA Training, Title IX Training, and VSL reporting. Will be responsible for non-compliance action that is required per advisement of unit and University mandates.
Consult with supervisors and employees regarding employee relations issues, utilizing campus resources such as Illinois Human Resources and Faculty Staff Assistance Services when necessary.

PROCESS/PROCEDURE DEVELOPMENT
Assist in the development and distribution of procedures and templates used in HR search processes and transaction processing to drive efficient operations within the HR Shared Services Center and throughout the Grainger College of Engineering.
Conduct research, interpret findings, and make recommendations for various HR-related appointments and hiring practices given the complex, interdisciplinary nature of many units within The Grainger College of Engineering. Work closely with a variety of constituents to make such recommendations and provide feedback (i.e., various central HR offices, departmental business units and shared business services center, etc.).
ADDITIONAL DUTIES & RESPONSIBILITIES
Assume appropriate HR-related additional duties to further the mission of the departments and the College.

QUALIFICATIONS
Required:
Bachelor's degree in Human Resource Administration, Management, Organizational Administration, Public Administration, Labor Relations, Business Administration or a field closely related to the position.
Two (2) years of work experience performing professional-level human resources duties including researching, interpreting, and making recommendations based on HR policy.

Preferred:
Public university experience providing human resources support and coordination. Experience in documentation, training, search and hire practices, visa processing, and/or appointments processing. Project management training and/or experience working on HR information systems projects.

Training, Licenses, or Certifications
Preferred:
Professional HR certification.
Knowledge, Skills, and Abilities:
Proven track record of customer service.
Results oriented with strong organizational and time management skills.
Possess excellent interpersonal skills, strong oral and written communications skills, the ability to interact with a broad array of internal and external constituents, and the ability to concurrently manage multiple complex tasks.
Working knowledge of University of Illinois business and human resources policies and procedures.

APPOINTMENT INFORMATION
This is a full-time Civil Service HR Associate appointed on a 12-month service basis. The expected start date is as soon as possible after the closing date. Hybrid work options may be available for this position, with the ability to be on-site as needed.
