Job Description

The Nevada System of Higher Education (NSHE) invites applications and nominations for the position of NSHE Budget Director. This is a renewable, full-time, non-tenured, administrative position and reports to the Chief Financial Officer. The position will be located in Reno, Nevada.

The NSHE is comprised of eight institutions: two universities, a state college, four community colleges and a research institute. The public system of higher education in Nevada continues to experience growth with significant opportunities in serving over 105,000 students and 15,000 employees.

The authority and responsibilities of the Budget Director are defined in the Board of Regents Handbook, Title 4, Chapter 9, Section 2: Establishing policies and procedures for budgetary administration, Promotion, and coordination of integrated NSHE financial planning, Assurance of proper and timely budget development, Coordinating and communicating with the State of Nevada and the Legislature, Assurance of efficient and effective budget control, and Budget Evaluation.

SALARY GRADE: E (Starting salary is approximately $140,000 and $175,000 commensurate with education, experience, and training.) Benefits package includes health, dental, vision, life, and retirement benefits.

APPROXIMATE STARTING DATE: June 19, 2023

MINIMUM QUALIFICATIONS: A Bachelor's degree from a regionally accredited institution in business, finance, accounting or public administration with a minimum of seven (7) years of related and progressive experience directly applicable to the position (or) a Master's degree from a regionally accredited institution in business, finance, accounting or public administration with five (5) years of related and progressive experience directly applicable to the position. Alternatively, ten years of progressive experience directly applicable to the position may be substituted. Experience in higher education or other public sector of similar size and scope is preferred.

KNOWLEDGE, SKILLS, AND ABILITIES: Successful candidates must possess the following knowledge, skills and abilities. It is recommended that applicants for this position address each of the following items in the letter of application:
  • Budget development and fiscal management, including accounting and/or finance practices and procedures, financial statements, tracking revenue and expenditures, relationships between revenues, expenses, cost allocations, forecasting, and reporting and evaluation.
  • Legislative processes, including budget presentations and review, development of fiscal notes, and responding to legislative inquiries.
  • Higher education policies and procedures.
  • Perform mathematical applications and determine the reasonableness of calculations.
  • Analyze issues, identify the strengths and weaknesses of proposed options as well as the development of alternative solutions and approaches to problems.
  • Build consensus with a diverse group of institution financial representatives.
  • Effectively time-manage projects and priorities to meet deadlines in a accurate and efficient manner.
  • Proven ability to oversee the preparation and monitoring of budgets and financial projections
  • NSHE and State budget processes, including biennial and annual budgets for State and Self-Supporting accounts
  • An ability to communicate complex financial information to a wide range of internal and external stakeholders, making it digestible for those who may not have as much experience with financial matters
  • Strong analytical and problem-solving skills, and a propensity for finding creative solutions to complex challenges
  • A history of strong analytic capabilities, with a clear record of using data to inform decisions


RESPONSIBILITIES: The duties of this position will include, but not be limited to, the following areas of responsibility:
  • Assists with the development, analysis, and reporting of NSHE budget and other related finance reports
  • Preparation of supporting summaries, schedules and reports on budget and finance data
  • Activities related to successful completion of the fiscal year end state accounting reconciliation process
  • Supervise and coordinate development of agenda material for budget and financial related items for review and approval by the Board of Regents
  • Coordinate the preparation of Fiscal notes related to proposed legislation that impacts the Nevada System of Higher Education
  • Coordination of NSHE responses to questions from State and Legislative Budget staff
  • Point of contact for fiscal surveys; draft responses for public, state/LCB, or press inquiries
