Job Summary: Salt Lake Community College (SLCC) believes that people are at the center of our work and the communities we serve. The Program Manager 1, Recruitment - Talent Acquisition will own the full recruitment cycle to ensure open positions are filled in a timely manner with quality candidates and ensure the recruitment experience is positive and engaging. This is a working position that executes the strategy, duties, and functions of a Recruiter and will be a strategic leader of inclusive and supportive recruitment practices that contribute to SLCC as an employer of choice.

Essential Responsibilities and Duties: Sourcing and Recruitment:Oversee facilitation and implementation of all phases of the talent acquisition/recruitment process.Provide comprehensive full-cycle talent acquisition/recruitment strategies with specific recruitment action items to hiring managers that will reduce time-to-fill for all open positions to include: proactively and continuously sourcing using employee referrals, social media (LinkedIn, Monster, Indeed, ZipRecruiter, CareerBuilder, etc.), industry specific events and organizations such as universities, tech schools, student unions, professional organizations, Department of Workforce Services, Vocational Rehabilitation offices, churches, job fairs, community events and festivals, researching and cold-calling ideal candidates for hard-to-fill positions, across multiple markets to build strong candidate database and pipeline.

Determine innovative ways to source and attract talent. Develop, implement, and maintain a talent pipeline strategy that ensures SLCC meets its future talent needs, i.e., using branding, social media technology, networking, grassroots recruitment techniques, research, cold-calling, and candidate management techniques to drive candidates to jobs. Manage recruitment process to drive the candidate sourcing and hiring process for priority level positions.

Develop hiring strategies and outreach programs that will build pipelines to fill critical roles and hard-to-fill positions using creative networking strategies. Develop creative, cost-effective sourcing strategies and maintain relationships with recruitment vendors and community partners. Attend job fairs, festivals, and schedule bi-monthly community recruitment events. Create and maintain quarterly strategic recruitment plans to increase applicant pool and drive awareness.

Regularly conduct 1-on-1 intake sessions with hiring managers and administrators to learn details of their open positions, identify their needs and who their target applicants should be to inform recruitment strategies, build candidate search profile, determine search timeline, clarify recruiting process roles and responsibilities. Partner with hiring managers and search committees to lead the creation of a recruitment and advertising plan for each open position. Assist hiring manager with drafting prescreening and interview questions, writing response letters, and performing reference checks.

Develop effective recruitment strategies in partnership with hiring managers to create diverse applicant pools using a variety of resources. Utilize inclusive hiring strategies to meet the Colleges diversity and equity goals. Represent SLCC as an employer of choice with current and prospective candidates and referral sources. Plan annual event calendar for active participation in career engagement networking events to build qualified pipeline.

Work closely with other functional areas within the College to contribute to the development of employer marketing materials and initiatives to assist with continuing to make SLCC a top employer of choice. Exhibit a strong, collaborative working style, build strong relationships, and have a willingness to roll-up your sleeves and address tactics and execution as needed.

Analysis and Reporting Key Performance Indicators (KPIs): Develop key performance metrics and dashboards to ensure accountability, tracking, and monitoring of equity, diversity, and inclusion efforts as they pertain to faculty and staff, recruitment, retention, and inclusive community.Generate regular reports on recruitment metrices and performance. Metrics may include but are not limited to:
  • Time-to-fill.
  • Cost-per-fill.
  • Open vacancies.
  • Turnover/retention rate.
  • Percent of new hires leaving within 12 months.
  • Percent of positions filled with internal candidates.
  • Number of applicants by race and gender.
  • Number of meetings/intake sessions with hiring managers.
  • Number of strategies presented to hiring managers.
  • Number of recruitment events/career fairs attended.
  • Number of candidates contact information collected and follow up executed on from events.
  • Databases and sources searched.
  • Number of potential candidates contacted and method (emailing, messaging, texting, and calling).
  • Number of searches utilizing recruitment and advertisement form.
  • Number of hires.
  • Number of hires by race and gender.
  • Number of Employee Referral hires.


Proactively develop and maintain weekly, monthly, and yearly talent acquisition/recruitment benchmarks and goals.Collaborate with user group managers and supervisors to ensure goals are met.

Program/Project Management, Effectiveness Assessment and Budget: Create various resources to increase the effectiveness and quality of assigned programs and areas.Contribute to development of recruitment solutions and tools hiring managers need to be successful as bandwidth allows.Work with groups across campus on talent acquisition/recruitment and employee engagement initiatives to measure program outcomes and goals.Refine strategies and develop innovative solutions to improve efficiency and ensure the program is delivering results.Develop budgetary proposals and maintain budgets related to area projects and initiatives.

Minimum Qualifications:
  • Bachelors degree from an accredited college or university.
  • Three (3) years of direct, paid, full-time experience in developing, implementing, and assessing talent management/recruitment strategies.
  • Trade-offs may be considered on a 2:1 basis.
  • Part-time experience may be considered on a prorated basis.


Preferred Qualifications: Masters degree from an accredited college or university. Full-cycle recruiting experience. Demonstrated experience in program/project management, including development, implementation, and assessment. Professional certification (PHR, SHPR, SHRM-CP, SHRM-SCP). Experience in a higher education environment.

Knowledge, Skills & Abilities: Knowledge of effective talent acquisition strategies, recruiting, and sourcing methods and strategies, including social media and grassroots outreach. Knowledge of current HR laws, hiring policies, trends, and best practices. Sense of urgency to fill open positions and meet internal customer and applicant needs. Ability to effectively work with Employment & Onboarding Team to carry out the People & Workplace Culture (PWC) vision. Demonstrate excellent interpersonal communication skills in individual and group settings. Strong analytical and problem-solving skills, with the ability to think strategically about systems, processes, and people. Familiar with applicant tracking systems, I-9, e-Verify, onboarding, and HR systems. Knowledge of technologies and systems used to engage with applicants and employees throughout their employee life cycle. Thorough understanding of program/project management techniques, including continuous quality and process improvement methods. Demonstrate flexibility and adaptability to change, including flexibility in adjusting priorities and demonstrated initiative to seek and implement process improvements. Safeguard highly sensitive and confidential information. Ability to effectively talent management/recruitment platforms and social media (LinkedIn Recruiter, Indeed, Glassdoor, etc.) as well as grassroots recruiting techniques. Ability to communicate effectively with a broad range of diverse people, ability, culture, and ethnic background, to maintain good working relationships across the College. Ability to work with all groups in a diverse academic, socioeconomic, cultural, and ethnic background of community college students, faculty, and staff, including those with disabilities.
