Salary and Benefits
The salary range will be from $75,000 - $90,000 per year.

This position is a Management Personnel Plan (MPP) position in the CSU, and serves at the pleasure of the President.

The CSU enjoys a generous benefits program with employer paid life insurance ($100,000), as well as health, dental, and vision insurance with the monthly premium largely paid by the CSU. About the Position
The Senior Investigator reports to the Associate Vice President for Risk Management and serves as the Discrimination, Harassment, and Retaliation Administrator and a Deputy Title IX Coordinator conducting investigations as they relate to discrimination, harassment, (including sexual misconduct) and retaliation. Through a well-documented and thorough investigative process the investigator ensures compliance to Affirmative Action, American Disability Act, Title IX, California Whistle Blower Act, and CSU Executive Orders. The Senior Investigator compiles data, interprets and analyzes the facts, and provides written reports of the outcome. The incumbent will employ dispute resolution, mediation and problem solving techniques to resolve issues on an informal basis. The incumbent will provide leadership for programming and education in sexual misconduct prevention. The incumbent may provide testimony regarding cases to outside agencies as well as provide advice and guidance to campus constituents and interact with the CSU Office of General Counsel. The Senior Investigator works independently as well as serves a member of an institutional team.

Responsibilities
Consultation, Investigation, and Disposition
* Serve as Discrimination, Harassment, Retaliation (DHR) Administrator and Deputy Title IX Coordinator.
* Conduct comprehensive and thorough investigations related to discrimination, harassment (including sexual misconduct) and retaliation.
* Use sound investigative techniques to encourage engagement interpret laws, analyze situations and logically come to conclusion of preponderance of evidence.
* Receive and process, in a timely manner, inquiries from students, faculty, staff, and administrators regarding rights and responsibilities concerning behavior in violation of policies.
* Receive and process, in a timely manner, inquiries from third parties who report suspicion of behavior in violation of policies.
* If not appropriate for investigation, refer inquiries to other resources.
* Notify complainants and respondents of receipt of the complaint.
* Determine and oversee implementation of interim remedies should be taken.
* Notify supervisor/manager of respondent that complaint has been made.
* Interview complainants, respondents, and material witnesses.
* Obtain and review documents and other relevant materials from complainant and/or respondent.
* Issue findings of fact and recommendations for disposition of complaints.
* Notify all parties regarding disposition.
* Provide testimony, advice and guidance as needed to conclude complaints and proceedings.
* Prepares the University's position in matters involving complaint investigations conducted by governmental regulatory agencies including the EEOC, DFEH and OCR.
* Work with appropriate Student Affairs staff to fully implement and use Advocate tracking database.

Education and Training
* Provide leadership in the development of training for faculty, staff, and student related to Discrimination, Harassment (including sexual misconduct), and Retaliation.
* Conduct training for faculty, staff and students related to non-sexual misconduct DHR.
* Serve as member of Diversity Counsel Committee.
* Prepare and disseminate educational materials, including brochures, posters, and web-based materials that inform members of the campus community.

Requires
Knowledge of:
* The executive orders, principles, laws, and regulations related to discrimination, harassment (including sexual misconduct) retaliation.
* Investigative techniques to ensure thoroughness and objectivity.

Ability to:
* Conduct investigations.
* Use strong communication/consultation skills.
* Demonstrate written and verbal communication skills, as well as strong interpersonal skills and the ability to deal discretely and effectively with sensitive faculty, staff, and student issues.
* Understand and adhere to the highest principles of ethical behavior.
* Work with minimum of direct supervision in all requirements of this position.
* Develop effective working relationships with Diversity Counsel, Office of Judicial Affairs, Confidential Advocate and Academic Programs.
* Handle confidential and sensitive matters.
* Negotiate and resolve sensitive, unprecedented, broad, difficult, and complex problems.
* Prepare official reports.
* Gather and analyze data across multiple databases, and complete statistical analysis.

Minimum Qualifications
Bachelor's Degree in a closely related field or an equivalent combination of education and experience.

Five years of progressively responsible experience in complaint resolution, higher education administration, human resources management, or Title IX compliance is required.

Knowledge of current state and federal laws, regulations, and trends in the field of education related to DHR that violate Title IX. Ability to apply policy standards (Executive Orders) standards in investigation and outcome. Excellent problem solving and conflict resolution skills in order to negotiate and resolve sensitive, unprecedented, broad, difficult, and complex problems. Excellent oral and written communication skills in order to demonstrate the ability to clearly communicate ideas and recommendations and to write clear and concise reports. Demonstrate strong interpersonal skills and the ability to deal discretely and effectively with sensitive faculty, staff, and student issues. Excellent organizational and analytical skills. Excellent attention to detail, including content and format. Ability to work collaboratively across a diverse campus community. Develop effective working relationships with Diversity Counsel, Office of Judicial Affairs, Confidential Advocate and Academic Programs. Understand and adhere to the highest principles of ethical behavior and possess the highest standards of personal and professional excellence and integrity. Work with minimal supervision. Gather and analyze data across multiple databases, and complete statistical analysis. Presentation and facilitation skills with emphasis on education and training for a wide audience.

Preferred Skills and Knowledge
Preferred Qualifications:
Masters or Juris Doctor Degree.
Experience working with Title IX tracking/reporting software.
Experience working in higher education environment.
