Senior Associate Vice President of the Human Resources, Equal Opportunity, and Compliance / Chief Human Resources Officer

The Senior Associate Vice President of the Human Resources, Equal Opportunity, and Compliance (HREOC) Division serves as the Chief Human Resources Officer (CHRO) for the university and reports directly to the President. The position provides the administrative direction for all Human Resources functions, working closely with the division's senior leadership team, to develop and implement the human resources strategy in support of the university's strategic plan. The CHRO is a human resources partner aligning cross-functional goals and objectives, building successful collaborations, and delivering on commitments. In addition, as the chief human resources advisor and key member of the President's executive cabinet, the position provides strategic direction on human resources organizational policies and practices and offers cohesive and responsive leadership within the division and across the university's organization.

The CHRO performs difficult and complex executive-level work in leading the division to develop, enhance and implement programs and operations to meet the current needs of the organization; embraces being open and attentive to listening and responding to the changing needs of the organization; as the President's designee, resolves, at the lowest level, disputes concerning application or interpretation of laws, policies, and procedures in a collective bargaining university environment.

The incumbent will be recognized as an experienced human resources leader who is visible and approachable, interacting with the campus community regularly; possesses the creativity, flexibility, and resourcefulness to function effectively within the university culture; develops exceptional working partnerships; values the art of listening and collaborative decision-making distinguishing between rules and guidelines and the ability to view issues objectively and finding workable solutions to get to "yes" through co-created solutions; executes their duties with a high level of integrity and discretion; a working leader who values staff input and trusts in their expertise and ability to perform their job functions, while fostering a team environment and continual professional development.

Minimum Qualifications:
  • EDUCATION: Bachelor's degree from an accredited college or university with an emphasis in human resources, public administration, business administration, or a related field.
  • EXPERIENCE: A minimum of ten (10) years increasingly responsible experience in human resources, as well as extensive management experience.

    Preferred Qualifications:
  • Advanced degree from an accredited college or university.
  • Experience gained in a college or university of comparable size and complexity, state or federal government agency.
  • SPHR, SHRM, and/or PIHRA certification.
  • Familiarity with the California State University system.
  • Demonstrated record of successfully addressing HR-related issues that impact staff, administrators, and faculty in a university environment.
  • Demonstrated experience in developing effective problem-solving relationships in a collective bargaining workforce.
  • Demonstrative experience in developing an effective performance management system within a unionized work environment.

    Salary will be commensurate with qualifications and experience. (Anticipated salary will be $178,049 - $210,000 per year, plus excellent paid benefits.) As a member of the 23-campus CSU System, we offer an extremely competitive benefits package that includes, but is not limited to, outstanding vacation (24 days per year), a variety of health, dental, and vision plans; a fee waiver education program; membership in the California Public Employees Retirement System (PERS); and 14 paid holidays a year.

    Satisfactory completion of a background check (which includes checks of employment records, education records, criminal records, civil records; and may include motor vehicle records, professional licenses, and sex offender registries, as position requires) is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.
