Senior Director of Labor and Employee Relations

Penn State Human Resources invites applications for the Senior Director of Labor and Employment Relations. Reporting to the Vice President for Human Resources and as a member of the HR leadership team, the Senior Director is responsible for determining strategic objectives and priorities involving employee and labor relations; and develops and implements effective solutions to highly complex and/or sensitive human resources issues that may have University-wide impact. This position requires deep knowledge of employee relations practices, public labor law, and advanced principles of management.

Duties and Responsibilities include:
  • Negotiate collective bargaining agreements with labor unions representing University employees
  • Consult with the Office of General Counsel, Risk Management, Affirmative Action Office, the Office of Ethics and Compliance, and various other University partners regarding employee and labor relations issues, litigation, and the impact and application of federal and state laws and regulations
  • Supervise and mentor a team of labor and employee relations professionals
  • Collaborate in the formulation and implementation of University policy and long-range HR programs and plans
  • Effectively resolve conflict in a highly matrixed environment while developing and maintaining trust and credibility with executives, administrators, faculty, managers, and staff


Minimum Qualifications:
  • Bachelor`s degree or higher plus ten years of relevant and progressive experience in Human Resources including supervision of staff, or an equivalent combination of education and experience.
  • Experience with collective bargaining and labor relations with multiple unions including preparation and negotiation of labor contracts and contract interpretation.
  • Collaborative and flexible decision-making style, excellent written and verbal communication skills, and strong analytical skills. Exercise sound judgment when making decisions.
  • Ability to persuade and influence individuals to achieve positive results which mitigate risk.


Preferred Qualifications:
  • Advanced degree in HR, Management/Business, Industrial Relations or related field.
  • Prior labor and employee relations experience in a higher education setting.
  • Experience acting as 1st Chair for Labor Contract Negotiations of at least three (3) contracts.
