Description:

Facilitate human resource functions for Discovery Partners Institute (DPI) in areas of policy interpretation, employment processing, new hire on-boarding, staffing and employment. Minimum salary is $75,000 commensurate with experience.

Duties & Responsibilities

  • Serve as the main contact for searches and on-boarding new hires, including but not limited to completing required academic search forms in CSOD for supervisory review and approval (Hiring Exception Forms, EEO Form I, EEO Form II, and Search Waivers); posting positions and active recruitment.
  • Perform human resource transaction processing for, all employee groups which includes initiating HRFE transaction of newly hired employees and changes to current employees; processing appointments for student, graduate assistant/graduate research assistants; DPI affiliates; faculty summer salaries and visiting scholar employees; academic hourly, processing lump sum payments; processing pay changes; and performing pay adjustments and labor distribution/redistribution changes.
  • Serve as a policy advisor to System Office units regarding HR functions. Advise managers of policies and laws regarding employment-related issues including recruitment, performance and discipline, promotions, etc. Assist managers with effective employee relations strategies.
  • Assist with reviewing documentation generated by new hires for accuracy and completion, and initiate hiring activities related to appointments, which includes: preparing offers letters; degree verifications, finalizing and fully executing new hire job descriptions with the appropriate signatures, pre-employment disclosures and background checks; HRFE transactions; verifying employment eligibility and completion of Form I-9's using the I-9 Tracker system; sending welcome information and new hire packets; processing new hire access; facilitating benefit form completion; and coordinating the completion of new hire processing within System Office HR.
  • Serve as the primary contact for DPI for Extra Help, grad, and student hiring requests to include gathering pertinent data from units for placement, submitting request to the appropriate HR Office.
  • Serve as a liaison between DPI and the university international office on visa paperwork, submissions and approvals on an exception basis.
  • Provide and review HR information as needed for business purposes such as salaries for grant proposals, aggregate HR info such as staff FTEs, headcounts and demographic information.
  • Manage all DPI job descriptions update process utilizing the SHRS JD database and JDX. Ensure reporting structures are correct in the AVSL and annual performance appraisal systems. Maintain/update organizational chart(s).
  • Participate in establishing departmental goals and objectives, which includes identifying new strategies and ideas to improve overall efficiency and effectiveness of departmental operations for Discovery Partners Institute and developing new and/or revised procedures to achieve goals and objectives and other duties as assigned in various areas of HR.


Qualifications:

Minimum Qualifications

  1. Bachelor's degree in Human Resource Administration, Management, Organizational Administration, Public Administration, Labor Relations, Business Administration or a field closely related to the position.
  2. Two (2) years (24 months) of work experience performing professional-level human resources duties.



Preferred Qualifications

  • Three years of work experience performing professional-level human resources duties in areas such as recruitment, employee relations & performance management, onboarding and policy interpretation.
  • Professional in Human Resources certification (PHR or SHRM-CP).
  • Demonstrated knowledge of criminal background checks and prior sexual misconduct policies and rules.
  • Demonstrated experience using HR related programs/applications.
  • Demonstrated experience and practical application of employment and HR policies and procedures for processing of University of Illinois or other educational institution, hiring and employment processes to maintain the integrity of hiring practices and to ensure that all related guidelines and procedures are administered appropriately and accurately.
  • Advanced computer skills using Microsoft Office suite (e.g. Word, Excel, Outlook PowerPoint, and Access) as well as proficiency with an Internet browser (e.g. Microsoft Internet Explorer, Mozilla Firefox, or comparable browser). Specifically, experience using Outlook to schedule large meetings, multiple attendees as well as experience with the Polycom video conference system to connect video with all three campuses.
  • Strong interpersonal skills to effectively provide information and services related to all areas of responsibility.
  • Ability to multi-task and prioritize work accordingly to meet stringent deadlines while handling numerous interruptions and appropriately responding to matters of urgency.
  • Demonstrated decision-making ability and the ability to exercise good judgment and discretion in the performance of all assigned duties.
  • Self-motivation and initiative to develop new strategies and ideas to improve overall efficiency and effectiveness of office operations.
  • Demonstrated application of human resources best practices.
  • Knowledge of policies and procedures outlined for the University of Illinois, System Office HR, and the Office of Business and Financial Services.
  • Knowledge and strong understanding of policies and guidelines set forth in the following publications/resources: General Rules Concerning University Organization and Procedure; University of Illinois Statutes; Business and Financial Policies and Procedures Manual; Fair Labor Standards Act; University Office of Human Resources Policy Administration; civil service Policy and Rules; Handbook for Good Ethical Practice for Faculty and Staff at the University of Illinois; and the office of Labor and Employee Relations.
  • Must be in office two to three days a week.
