Starting salary placement depends on qualifications, experience and salary budget, and will not exceed $5,917 a month.

Reporting to the Director of Title IX and HR Compliance Services, the Title IX Investigation & Training Specialist will be responsible for investigating complaints of reports to the Title IX Coordinator. The Title IX Coordinator has primary responsibility for sexual discrimination, misconduct, harassment, gender-related violence including stalking and intimate partner violence, and all protected class discrimination and harassment. The Title IX Investigation Specialist works closely with the Director of Title IX and HR Compliance Services and various departments to conduct investigations of complaints filed at Sonoma State University, acting as a neutral party in the investigation and providing a detailed, unbiased report regarding the findings of the investigation to the Title IX Coordinator. The incumbent also supervises student personnel and interns and collaborates with other department personnel to provide support in the development, presentation, oversight and tracking of effective Title IX trainings, including Summer Orientation, Student Athlete, Greek and Incoming Student programs and online trainings. The incumbent may also participate in supporting the student refresher training and helping coordinate events and presentations for Sexual Assault Awareness Month (April) and serving on campus and system wide task forces and committees.

Major duties of the position include, but are not limited to, the following in support of Title IX investigations and consultations:
- Investigate complaints filed for sexual misconduct, sexual harassment, gender-related violence including stalking, dating and domestic violence, and any protected class discrimination, harassment, and/or related retaliation in accordance with CSU Executive Orders;
- Contribute to the development and maintenance of a well-documented Title IX investigation process, which includes the delivery of a comprehensive Investigation Report after each investigation. Reports can include a summary of the allegations, the investigation process, the preponderance of evidence standard, a detailed description of the evidence considered, and appropriate findings;
- Facilitate the campus early resolution process whenever appropriate and as requested by complainant(s);
- Organize, maintain and prepare reports of student complaints using third-party software such as Maxient;
- Continuously identify and integrate best practices in the areas of investigation and complaint resolution into knowledgebase and practice. Stay abreast of current movements and legislation pertaining to Title IX and investigations by participating in conferences, workshops, etc.

Community Outreach & Education:
- Prepare and disseminate educational materials, including brochures, posters, workshops and web-based materials to inform students of Title IX rights and responsibilities;
- Investigate and implement new and innovative ways to educate and influence a cultural shift to support affirmative consent;
- Cultivate relationships with campus stakeholders (e.g., management, faculty, students, & staff);
- Collaborate with on and off campus resources including law enforcement and victim services;
- Build relationships with colleagues at peer institutions; review current literature and research, participate in local, regional and/or national professional associations and organizations;
- Actively foster and maintain a climate that is supportive of students and respectful of differences.

Serve as backup to Title IX Coordinator; perform other secondary duties as assigned.

Duties will primarily take place in an office setting however additional duties may be performed in various locations on the Sonoma State University campus, including working both indoors and outdoors to support and participate in department and university activities and events. Additional duties may be carried out in various locations throughout the county and state of California as it relates to investigating complaints filed. As an exempt employee you have some flexibility in your schedule however must be available during the regular campus hours Monday through Friday to meet the operational needs of the campus and department. Your specific start time is determined by your Appropriate Administrator. Evening and weekend hours may be required and will be specified only by the supervisor to meet operational needs. The incumbent must maintain regular and acceptable attendance at such levels as is determined by the Appropriate Administrator. This position will require occasional travel, by automobile or airplane, and overnight stay to travel to trainings and meetings off campus.

Qualifications
This position requires a bachelor's degree and three or more years of relevant professional experience required, or equivalent combination of education and experience to provide the required knowledge, skills and abilities to perform the duties of the position. Master's or other relevant advanced degree preferred. Comprehensive knowledge of Title IX and other government regulations including, Title V and FERPA; demonstrated effective public speaking, oral and written communication skills; experience with computer applications, word processing, databases and presentation programs.

Strong skills in the areas of conflict resolution, problem solving techniques, trauma informed interviewing and investigating experience. Strong analytical skills and the ability to assess and negotiate complex, highly sensitive situations. Exceptional critical thinking skills demonstrated by the ability to analyze information, evaluate results, and facilitate resolution of difficult challenges, including the ability to handle issues of complex and extreme sensitivity. Skill in writing concise, logical analytical reports to convey complex issues. Ability to maintain neutrality and work under stress. Strong and effective interpersonal skills; the ability to listen well and demonstrate sensitivity to and respect for individual needs. Ability to work as part of a campus-wide community to resolve complaints in a neutral and sensitive manner. Ability to establish and maintain professional and productive working relationships with staff at all levels; Ability to read and interpret complex legal documents to evaluate their impact on University policy and procedures. Working knowledge of nondiscrimination laws and compliance regulations including Title IX, due process protections as they apply to Student Conduct proceedings, the Clery Act, VAWA, and FERPA.

The incumbent must demonstrate integrity and sound judgment in performing duties with the ability to manage highly sensitive and confidential information; possess the ability to supervise the work of staff and recommend appropriate personnel actions; be able to apply strong problem solving and conflict resolution skills and train and evaluate performance, taking corrective action as needed; deal with stressful situations while maintaining composure; and contribute to a collaborative environment utilizing exemplary communication and problem solving skills as necessary. Must have strong organizational skills and the ability to manage multiple projects and competing priorities simultaneously, adjusting quickly to changes needed on a daily basis. Must have the ability to effectively communicate with all levels within the university and establish and maintain productive and effective, inclusive working relationships amongst diverse populations including staff, faculty, administration, students, and other internal and external constituents. Must also possess the ability to operationalize sustainability concepts (economy, society, environment) into all aspects of performing job duties.

The duties of this position may include participation in decisions that may have a material financial benefit to the incumbent. Therefore, the selected candidate may be required to file Conflict of Interest Form 700: Statement of Economic Interest on an annual basis, complete ethics training within 6 months of appointment, and attend this training every other year thereafter.
